Local Plan OB 1 (Objectives) notes the following two alternative options for the new Local Plan: • Option A – Take forward the current Local Plan objectives; or • Option B – Use the Sustainability Appraisal objectives. In relation to Option A, Local Plan objective SO4 notes the importance of reliable and efficient transport networks that support growth and accessibility to jobs. Local Plan objective S05 goes on to require that all development should be supported by or contribute towards improvements in infrastructure. With regards to Option B, criterion 22 from the Sustainability Appraisal is of most direct relevance to transport networks and railway infrastructure. This requires that development makes the best use of existing transport infrastructure and ensure everyone has access to high quality and affordable public transport, cycling and walking infrastructure. Draft Policy SD 1 sets out the various sustainable development elements that new development must provide for in relation to mitigating climate change, adapting to climate change and additional environmental and social requirements. Under the heading of mitigating climate change, criterion 3 requires that new development must, where relevant: “Be designed to make walking, wheeling and cycling as safe and easy as possible. Providing for sustainable transport choices to create healthy and inclusive communities, whilst reducing the need to travel. Incorporating electric vehicle (EV) charging points in every new home with off-street parking, and outside new commercial developments, village halls, community facilities and services.” Network Rail supports the above Strategic Objectives (SO4, SO5, and 22) and Policy SD1 but also requests that specific recognition is given in these to the importance of the railway transport system as part of sustainable growth, including the provision of necessary improvements through private sector investment alongside investment by bodies such as Network Rail. There will be circumstances where transport infrastructure requires enhancements, improvements, and new additions to support sustainable growth.

Harworth considers that whilst the Council may take inspiration from the objectives of the current Local Plan and the Sustainability Appraisal. However, objectives need to be specific to the emerging Local Plan and based on responding positively to national planning policy to grapple with the housing crisis and fostering economic grow and reflective of up-to-date evidence to respond to the specific issues and challenges facing CWAC. This will ensure that the emerging Local Plan objectives support the realisation of the vision. Harworth would seek some further evidence around the approach to the Options once further developed.

Darnhall Parish Council notes the objectives for the Local Plan, some of which may need to be revised including changes to the national planning framework which make the protection of the North Cheshire Green Belt and Cheshire countryside more challenging, as well as the objectives set out in the Sustainability Appraisal. Darnhall Parish Council is aware that the two options set out by CWAC for the Local Plan are to use and update the current Local Plan objectives (Option A - covering economic, social, and environmental goals) or to use the objectives set out in the Sustainability Appraisal (Option B - covering areas such as air quality, energy, waste, heritage, housing, health, transport, economy). Darnhall Parish Council has no agreed view on these options.

The Trust are supportive of the retention of objective SO1, which enables Northwich to continue to develop, ancillary to the role of Chester as a sub-regional city and therefore, be a suitable place for ongoing development. As part of a second tier in terms of the spatial strategy to accommodate future development, Northwich provides a key focus in the east of the Borough. Northwich is defined as the town of Northwich and adjacent settlements of Anderton, Barnton, Davenham, Hartford, Lostock Gralam, Lower Marston, Lower Wincham, Rudheath and Weaverham. It is the secondary settlements, such as Lostock Gralam, that offer opportunity for expansion of an appropriate scale. Maintaining the character of the settlements whilst increasing population to support local schools and services. Such settlements are sustainably-located to benefit from the services and facilities of Northwich itself, whilst being able to develop independently. Particular focus should be placed on those settlements with a train station, offering strong sustainability credentials, such as Lostock Gralam. The Trust are supportive of the retention of objective SO9 which focuses development within and on the edge of main urban areas and key service centres. This is in accordance with all suggested spatial strategies which focus the largest areas of development on key service centres. Objective SO10 aims to protect the Green Belt. Whilst the Trust are not necessarily against the suggested objective, there are two key points to consider: New national policy regarding Grey Belt opportunities for development within the Green Belt. Given this, and in consideration against the Council’s current housing position aligned with the new NPPF policy, it is submitted that the Council must support those sites that merit consideration as a Grey Belt opportunity, subject to infrastructure improvements in the locality, open space / recreation / BNG improvements, and affordable housing provision 15% above standard LPA policy (will be 45%). The Trust land at Lostock Gralam offers such an opportunity. Release of Green Belt to accommodate necessary allocation for development, e.g. housing, is not prohibited by national policy. Through reasoned strategic justification, boundaries can be amended through the Local Plan review process. If such an approach is pursued by the Council, The Trust land at Lostock Gralam provides such an opportunity, without compromising the sustainability principles of the Plan.

Given the changes in national planning policy, it would not be appropriate to simply roll forward objectives which are inherently out of date and inconsistent with much of the new guidance and priorities laid down in the new NPPF and national guidance. Accordingly, only Option B has any true legitimacy. In this regard, the sustainability appraisal objectives appear to reflect those in national guidance. Provided the objectives are underpinned by the primary objective which is to meet in full the development needs of the authority, use of these objectives makes the most sense and is supported.

As explained at Section 3 of these representations, the new standard method has resulted in a substantial increase in CWaC’s LHN figure from 532dpa to 1,914dpa (259.77% increase). Furthermore, the Council has a five-year housing land supply position of 1.89 years. Therefore, there is clearly a need to develop on suitable sites that are located outside of the current settlement boundaries, such as in the Open Countryside. Consequently, Option A ‘Take forward the current Local Plan objectives’ is not an appropriate approach, particularly as objective SO10 refers to “maintaining the general extent and character of the North Cheshire Green Belt and Cheshire countryside”. Comments pertaining to Option B are provided in answer to Question OB 5 below.
