The NOR05 employment allocation and the adjacent land to the east represent the most suitable growth areas for Northwich. NOR05 provides a strategic employment opportunity, and the adjacent land, although currently designated as countryside, is a logical and sustainable location for residential development. Together, these areas create a cohesive mixed-use growth opportunity that supports Northwich’s economic and housing needs while leveraging existing infrastructure and connectivity, particularly via Shurlach Lane and the nearby A556. Northwich, as one of Cheshire West and Chester’s main towns, faces a housing supply shortfall. The Cheshire West and Chester Local Plan (Part One) identifies a borough-wide need to deliver approximately 19,850 new homes between 2010 and 2030, with Northwich contributing significantly to this target. However, recent housing delivery rates in Northwich have lagged behind annual targets, contributing to an estimated shortfall of several hundred units over recent years. Furthermore, the revised NPPF and updated Standard Method, published in December 2024, have led to a significant increase in the borough’s Local Housing Need. As of August 2025, the minimum annual housing requirement for Cheshire West and Chester has risen from approximately 374 dwellings per annum (dpa) to 865 dpa, reflecting the latest affordability adjustment factor. This substantial increase necessitates the identification and allocation of additional residential sites to meet this need in full. Allocating the land adjacent to NOR05 for residential development would help address this deficit, contribute to the borough’s five-year housing land supply, and meet local affordability pressures.

NOR 11 and NOR12 around Weaverham are not suitable as prime agricultural land and green space between villages. NOR10 was railway sidings and should be brown belt.  This combined with adoption of the ring road from Wallerscote to Weaverham round-about would reduce the traffic through the centre of Weaverham and take some off the Winnington Swing Bridge, which was another recommendation for replacement in the Northwich Transport Strategy.

We strongly urge the Council to give greater consideration to the following areas: - NOR01 - Barnton - Although currently identified as a green belt site the expansion to the North east of Barnton should be considered, due to its proximity to major transport links A559, M56, and access to existing village facilities, Doctors Dentists shops and schools. It would have minimal impacts on the surrounding landscape. It would also provide an opportunity to deliver a mix of housing as per the Local Plan requirements NOR05 - Land near Gadbrook Park We attended an open briefing by the landowners who discussed using this site for a large logistics warehouse. It is our opinion that this land should be subject to a change of use and would be better used for residential development. It would have excellent access to the A556 - Chester - Manchester, Crewe, M6J19/J18 etc. and would mirror a similar housing development almost opposite.  Gadbrook Park, since Barclays Bank left their two large sites there, it has freed up more than adequate office space for any new start up businesses, or businesses looking to relocate to the area This scheme would also give CWAC and Network Rail the opportunity to build a much needed railway station in Rudheath which could be used for passenger and potentially freight purpose. NOR08 - Land adjoining the A556 - opposite Hartford, where development would benefit from its better transport links A556 and proximity to Hartford Railway station and Northwich town centre Although Green belt the traffic from this proposed development would not add pressure on Davenham directly, although in busy times it's a given that Hartford Road would be used as a rat run - NOR10 - Weaverham, which has existing infrastructure, good road network with easy access to the A49 shops, doctors, dentists and schools and capacity to accommodate further planned growth. In our opinion the site would create an opportunity to deliver a mix of housing as per the local plan requirements. We also believe any developer as part of any planning permission granted a condition should be to potentially fund a new access road into (out of) Northwich to alleviate the pressure on the Winnington Lane bridge to /from Anderton, Barnton

CWAC  Can't even look after Davenham. We can't have our 2p zebra crossings back. Roads are poorly looked after loads of potholes. High speed are achieved through Davenham all day we need proper speed cameras day and night. School is over subscribed  When grass is cut it's like making hay we want it looked after like Kingsmead. No Community centre  Church Street to King's Street a nightmare any one with a trailer tool's bouncing out into the road. We the residents and Parrish Council are nor listened to. It would also provide an opportunity to deliver a mix of housing as per the Local Plan requirements Question 31 -Are there any constraints, including Infrastructure provision, that should be considered for Northwich/DAVENHAM when developing the new Local Plan - NOR06 - NOR07 Davenham is a historic village with a strong sense of identity and a designated Conservation Area. The proposed developments would dramatically alter the rural character of the village, and risk encroachment on heritage assets and open spaces valued by the community. The scale of development proposed is entirely disproportionate to the village’s size and setting Davenham’s existing infrastructure is already operating at or near capacity. The road network,particularly the A556, Hartford Road, and London Road, suffers from heavy congestion, and further development would exacerbate traffic, air quality, and safety concerns. Public transport provision is minimal, and additional residents would place unsustainable pressure on limited local bus services. The sites identified include areas at risk of flooding or on land that serves an important function in mitigating local flood risk. Any development here would increase surface water run-off and impact local watercourses. Furthermore, there would be a loss of biodiversity and greenfield land, contrary to sustainability objectives. I am aware of planning applications and interest from developers that are more aligned with the scale and character of the village. These include a current application submitted by Wain Estates, a pre-application from Stonhams, and a small development at Bostock Green collectively involving around 200 dwellings. These proposals would be more proportionate to Davenham’s capacity and infrastructure and would be more likely to receive support, provided they are delivered with appropriate design, infrastructure investment, and sensitivity to the village setting. For these reasons, I would urge Cheshire West and Chester Council to reconsider the proposed development allocations within the parish. I request that all current proposals for large-scale residential development in Davenham be removed or significantly scaled back in the final Local Plan

We suggest the following areas are most suitable for growth: NOR01 (Barnton) - this area has good access to transport links (eg A559, M56) and existing facilities. Although a green belt area, there would be minimal impact on the surrounding landscape. NOR05-(Nr Gadbrook Park) - this area has excellent transport links via access to the A556 and, via a change of use, could be better used for residential development, mirroring the successful development opposite this site. NOR08 (Land adjoining A556) - this area has good scope for transport links (road and rail), meaning a lessened traffic impact on the nearby village of Davenham. NOR10 (Weaverham) - this area has facilities and road access to support further expansion, although this should be conditional on the developer addessing the bottleneck of the Winnington Lane bridge. The existing infrastructure and easy access to shops, docotrs, dentists and schools should allow for a mix of housing as per the local plan requirements.

Employment sites at Gadbrook are appropriate given that there are few options for employment uses close to stations and it is close to established road transport infrastructure which has been improved. For housing NOR 02 09 11 and 12 are within a short distance of a station and therefore preferred locations for development. There needs to be a clear understaning of TTWA for current and new population to understand likely travel patterns for increased population as Northwich has fairly limited employment opportunities.
