The regeneration of Northwich town centre is fundamental to the success of any of the potential growth areas. Unless the town centre is used as it should be and becomes the hub of activity for new and existing residents all that will be created is a commuter town, increased traffic chaos and with an empty core at its centre. A long-term community strategy should be planned and agreed cross-party. Where possible, brownfield land and underused commercial areas offer an immediate opportunity. Sustainable, and mixed-use housing development would kick-start the town centre regeneration including further use of Winnington ex-industrial sites. Opposite Winnington Village is an eyesore of empty and underutilised land and ex-ICI office properties whereas the new Winnington Avenue commercial and residential development is proving to be a great success. The 60 acres of Gadbrook Park, once a hive of activity for local businesses, has lost key tenants - The Hut Group citing poor transport links and a local un-skilled workforce and the Barclays Bank offices continue to remain empty. There is available land with Outline Planning Consent for employment use on the site which could be redignated. The land has frontage to both Gadbrook Road and Gadbrook Way. There is no consistency in development of Northwich infrastructure. Good - the improvement of the Northwich Infirmary; bad – loss of Hartford College school facilities. This is not growth instigated by the demand from local businesses for people coming to live in Northwich for jobs. I am afraid that I do not consider any encroachment of green field or green belt land suitable. Any of these developments will cause distress to those who lose the debate.

It would have minimal impacts on the surrounding landscape. It would also provide an opportunity to deliver a mix of housing as per the Local Plan requirements -NOR05 - Land near Gadbrook Park We attended an open briefing by the landowners who discussed using this site for a large logistics warehouse. It is our opinion that this land should be subject to a change of use and would be better used for residential development. It would have excellent access to the A556 - Chester - Manchester, Crewe, M6J19/J18 etc. and would mirror a similar housing development almost opposite. Gadbrook Park, since Barclays Bank left their two large sites there, it has freed up more than adequate office space for any new start up businesses, or businesses looking to relocate to the area This scheme would also give CWAC and Network Rail the opportunity to build a much needed railway station in Rudheath which could be used for passenger and potentially freight purpose - NOR08 - Land adjoining the A556 - opposite Hartford, where development would benefit from its better transport links A556 and proximity to Hartford Railway station and Northwich town centre Although Green belt the traffic from this proposed development would not add pressure on Davenham directly, although in busy times it's a given that Hartford Road would be used as a rat run - NOR10 - Weaverham, which has existing infrastructure, good road network with easy access to the A49 shops, doctors, dentists and schools and capacity to accommodate further planned growth. In our opinion the site would create an opportunity to deliver a mix of housing as per the local plan requirements. We also believe any developer as part of any planning permission granted a condition should be to potentially fund a new access road into (out of) Northwich to alleviate the pressure on the Winnington Lane bridge to /from Anderton, Barnton

NOR08- Land adjoining the A556, opposite Hartford, which has good access to this main thoroughfare. It also wouldn't add any pressure to Hartford nor Davenham directly. Northwich Town Centre is an ideal area for regeneration, and would breathe new life it the town centre, adding to the business economy. There is also still scope for further regeneration at Winnington.

It would also provide an opportunity to deliver a mix of housing as per the Local Plan requirements Of great relevance to us as residents of Hartford Road in close proximity to Eaton Lane are the constraints, including infrastructure provision, that should be considered for Davenham when developing the new Local Plan. - NOR06 - NOR07 Davenham is a historic village with a strong sense of identity and a designated Conservation Area. The proposed developments would dramatically alter the rural character of the village, and risk encroachment on heritage assets and open spaces valued by the community. The scale of the development proposed is entirely disproportionate to the village’s size and setting. Davenham’s existing infrastructure is already operating at capacity. The road network,particularly the A556, Hartford Road, and London Road, suffers from heavy congestion, particularly since opening up the top of Hartford Road onto the A556. Existing traffic volume has resulted in significant damage to parked cars by vehicles that are too large using Hartford Road. The 20mph restriction for safety is ignored totally. Further development would exacerbate traffic, air quality, and safety concerns. Public transport provision is minimal, and additional residents would place unsustainable pressure on limited local bus services. The village primary school cannot sustain the increase of demand. The sites identified include areas at risk of flooding or on land that serves an important function in mitigating local flood risk. Any development here would increase surface water run-off and impact local watercourses. There has been an incident with serious flooding of existing houses on Hartford Road due to additional housing that has significantly impacted on water run-off. Furthermore, there would be a loss of biodiversity and greenfield land, contrary to sustainability objectives We are aware of planning applications and interest from developers that are more aligned with the scale and character of the village. These include a current application submitted by Wain Estates, a pre-application from Stonhams, and a small development at Bostock Green collectively involving around 200 dwellings. These proposals would be more proportionate to Davenham’s capacity and infrastructure and would be more likely to receive support, provided they are delivered with appropriate design, infrastructure investment, and sensitivity to the village setting. For these reasons, we would urge Cheshire West and Chester Council to reconsider the proposed development allocations within the parish. We request that all current proposals for large-scale residential development in Davenham be removed or significantly scaled back in the final Local Plan. Yours sincerely,

NOR11 I am not in favour of development of this site as: much of the site is on a hill so a more challenging site for a good development areas of the site are prone to flooding thousands of trees have recently been planted on a large area; given our commitments to plant more trees across the country I couldn't support a development that destroys such a large quantity of trees NOR10 This is my preferred of the 3 areas for development it offers the best scope for a large quantity of housing , with best potential for a positive impact on the village it has reasonably easy scope for access onto the A49 and Northwich Road, and level access into the village itself as this site is on broadly the same level as the rest of the village, pedestrian and cycle access into the village is much better from NOR10 than the other 2 sites. there is good potential on NOR10 site to add some positive public amenities which the village currently lacks (for example a football pitch/similar leisure facilities) which could improve the connection between the east and west of the village (most of the current amenities and investment being in the west) there is a wonderful tree lined walk along the south west of NOR10 railway ("the ashtracks") which could be extended across the NOR10 development to provide some great green amenity across the site there is good potential on this site to connect Weaverham with Hartford and Northwich with a cycle track the railway tracks and woods on either side of the site offer a clear boundary to prevent further sprawl into the surrounding greenbelt NOR12 I am less in favour of this site for development than NOR10 NOR12 has good access to the A49, but not to Northwich Road, so traffic heading towards Northwich will have to drive through existing (currently quiet) residential streets Pedestrian access into the village is more challenging from the NOR12 site as you have to walk up quite a steep hill to access the village which will mean more people using cars to get into the village; the village does not have the infrastructure to cope with this; parking around the shops and schools is already a safety issue The routes of access into the village from NOR12 (Shady Brook Lane and Church Road) are not suitable for any additional traffic. the potential for further sprawl into the greenbelt from this site is a big worry I'm sure you're getting quite a lot of push back about development in Weaverham, but I actually think that a well considered development of the NOR10 site has potential to have quite a positive impact on the village

I select OPTION A - RETAIN THE GREEN BELT for inclusion in the above plan for the following reasons. (A) General (1) Retention of the Green Belt With the current emphasis on climate warming,CO2 absorption etc. any destruction/erosion of the Green Belt cannot be justified. The local authority should be protecting the Green Belt not contemplating building on it. Circa 2001 the then local authority (Vale Royal) adopted an appraisal of the Conservation Area in Weaverham. This appraisal advocated retention of a green area to the west of the village. When CWAC took over they ignored/rejected this and gave planning permission for the housing development now known as Hanging Gate Court. This destroyed beneficial and attractive greenery to be replaced by unattractive white housing blocks. There should be no further destruction/erosion of the desirable,valuable and important green spaces. (2) Village amenities Basically Weaverham is full and any increase in housing/population will require significant increase in the available amenities. In particular the medical and dental facilities would need to be doubled and retail outlets would need to be increased with improved access and parking. Any increase in the use of the current shops would create even more damage to the dangerous and badly maintained access road to the Northwich Road shops. Parking near the only secondary school in the village is dangerously inadequate causing problems in the Lime Avenue,Forest Street,Withins Lane area. Increased use of the High School will make this situation dangerously intolerable. Current parking at Acton Bridge railway station is inadequate resulting in all day,roadside parking on Station Road making use of the highway in front of the Hazel Pear Inn and the railway station significantly more difficult. Increased population will lead to increased use of the station and its car park making the situation dangerously worse. (B) NOR 11 area -West of Sandy Lane (1) Housing or access to housing will be dominated by existing overhead power cables and a large supporting pylon. There is evidence that overhead power lines can be a health hazard. There can be no justification for frequent use of roads near such power lines and even less for building homes near them. (2) Problems of parking at Acton Bridge station are outlined in Para, A2 above. The proximity of NOR11 to the station can only make things worse (3) Access to the NOR11 site would be problematic both during development and occupation. Access to the site from Sandy Lane would require improvements to Sandy Lane (widening,provision of footpaths,improved visibility etc.) to make this option even remotely viable. Additionally, traffic problems are likely at the road junctions in front of the Hanging Gate Inn and at the Well Lane/Sandy Lane junction and at the Sandy Lane/A49 junction. Any development of the NOR 12 site would worsen these problems and access the NOR11 site from Station Road would increase the problems at Acton Bridge station (see para, A2 above). (C) NOR 12 Area - North of Farm Road (1) Access to this site is virtually impossible for any vehicle larger than a car being limited to single file traffic in Well Lane towards Sandy Lane; impossible single file traffic via Shadybrook Lane; and the use of Well Lane towards to Church Street which is effectively single file traffic due to roadside parking towards Church Street. Church Street itself is only suitable for light traffic. Access to Sandy Lane via the narrow, single file section of Shadybrook Lane and a partially blind junction to Sandy Lane is totally impractical. (D) NOR 10 area (1) The problems outlined above apply equally to any development of the NOR 10 area excluding the access problems to NOR 11 and 12.

Dear Sir/Madam, I have thought about how to write this a hundred times and have almost given up for the fear that whatever I write will fall on deaf ears. Still, must be positive eh? I can only say that it seems a little bonkers to consider building more houses anywhere around Northwich, let alone Davenham without first addressing the problem of services such as doctors and schools and infrastructure such as roads and bridges. I accept more houses need to be built, there are, after all, more people, and more single people, but why not just build somewhere new, set up a new community, rather than keep putting unwanted pressure on existing communities. There's no bloody room in Davenham for more people without more services and infrastructure first. Nobody likes to sit in traffic, nobody likes to be eighteenth in the queue when they ring the doctors and nobody wants to worry about where to send their children to school.

In particular, we urge the Council to give greater consideration to: - NOR01 - Barnton - Although currently identified as a green belt site the expansion to the North east of Barnton should be considered, due to its proximity to major transport links A559, M56, and access to existing village facilities, Doctors Dentists shops and schools. It would have minimal impacts on the surrounding landscape. It would also provide an opportunity to deliver a mix of housing as per the Local Plan requirements -NOR05 - Land near Gadbrook Park We attended an open briefing by the landowners who discussed using this site for a large logistics warehouse. It is our opinion that this land should be subject to a change of use and would be better used for residential development. It would have excellent access to the A556 - Chester - Manchester, Crewe, M6J19/J18 etc. and would mirror a similar housing development almost opposite. Gadbrook Park, since Barclays Bank left their two large sites there, it has freed up more than adequate office space for any new start up businesses, or businesses looking to relocate to the area This scheme would also give CWAC and Network Rail the opportunity to build a much needed railway station in Rudheath which could be used for passenger and potentially freight purpose - NOR08 - Land adjoining the A556 - opposite Hartford, where development would benefit from its better transport links A556 and proximity to Hartford Railway station and Northwich town centre Although Green belt the traffic from this proposed development would not add pressure on Davenham directly, although in busy times it's a given that Hartford Road would be used as a rat run - NOR10 - Weaverham , which has existing infrastructure, good road network with easy access to the A49 shops, doctors, dentists and schools and capacity to accommodate further planned growth. In our opinion the site would create an opportunity to deliver a mix of housing as per the local plan requirements. We also believe any developer as part of any planning permission granted a condition should be to potentially fund a new access road into (out of) Northwich to alleviate the pressure on the Winnington Lane bridge to /from Anderton, Barnton

Wain Estates strongly support the general location of the proposed growth options around Northwich, in particular, the land referenced ‘NOR08’ which identifies Wain Estates’ land interest at Model Farm, Hartford for housing. The land at Peckmill Farm, Davenham is currently excluded as an identified growth option and Wain Estates request the Council reviews this position to extend ‘NOR06’ south on the basis that land to the south of the A556 should be viewed favourably by CWaC given its location outside of the Green Belt and given that the land at Peckmill Farm is demonstrated to be available, achievable and a suitable location for development. NOR06 also currently consists of Davenham Conservation Area, which includes several listed buildings such as Davenham Hall, a Grade II* listed building, a Local Green Space designation in the ‘made’ Davenham and Whatcroft Neighbourhood Plan. The land at Peckmill Farm, to the south of NOR06, does not include any national or local designations.

The regeneration of Northwich town centre is fundamental to the success of any of the potential growth areas. Unless the town centre is used as it should be and becomes the hub of activity for new and existing residents all that will be created is a commuter town, increased traffic chaos and with an empty core at its centre. A long-term community strategy should be planned and agreed cross-party. Where possible, brownfield land and underused commercial areas offer an immediate opportunity. Sustainable, and mixed-use housing development would kick-start the town centre regeneration including further use of Winnington ex-industrial sites. Opposite Winnington Village is an eyesore of empty and underutilised land and ex-ICI office properties whereas the new Winnington Avenue commercial and residential development is proving to be a great success. The 60 acres of Gadbrook Park, once a hive of activity for local businesses, has lost key tenants - The Hut Group citing poor transport links and a local un-skilled workforce and the Barclays Bank offices continue to remain empty. There is available land with Outline Planning Consent for employment use on the site which could be designated. The land has frontage to both Gadbrook Road and Gadbrook Way. There is no consistency in development of Northwich infrastructure. Good - the improvement of the Northwich Infirmary; bad – loss of Hartford College school facilities. This is not growth instigated by the demand from local businesses for people coming to live in Northwich for jobs. I am afraid that I do not consider any encroachment of green field or green belt land suitable. Any of these developments will cause distress to those who lose the debate.

The options for Northwich all have something wrong with them; for instance: NOR1 at Barnton/Anderton feels as though it would need a strategic link road to service it NOR2 at Wincham suffers from poor accessibility and would lead to a remote and detached location without community infrastructure support NOR10, 11 and 12 at Weaverham may offer the best fit but this is less an expansion of Northwich and more about the re-definition of Weaverham without supporting infrastructure NOR6 will change the character of Davenham, whilst not benefitting from great access NOR7, 8 and 9 may offer the best option for Northwich (aka Hartford)

We are a couple living in Davenham and went to a recent meeting about local plan proposals Following are our concerns; Davenham is a small village in Cheshire and will totally lose it’s identity if the proposals go through. Davenham is in a rural setting which will be totally lost in these circumstances. There is one small ‘supermarket’, a few small shops and two pubs with no room for expansion. London road is already used as a rat run through the village which would get much worse, making it even more dangerous for pedestrians. There is a 20 mph sign and traffic policemen which are often ignored. This shows there is already too much traffic going through, at times, a very narrow road. When cars are parked this makes the situation much worse and would be exacerbated with yet more traffic. There has already been extensive house building in the Northwich area which has changed the landscape completely. The doctor’s surgeries are completely unfit for purpose always beyond busy, obviously overcapacity. It would be detrimental to local people’s health and well being if there is an expansion in the number of patients which there would be if planning goes ahead. Many, many people move to a rural area because they want to live where they can easily access the countryside to maintain a healthy lifestyle. This is what we did and fear that all that will be lost if planning goes through.
