None of the sites are ideal as Northwich surrounding area has had various developments over the last few years with no improvements to traffic infrastructure except Kingsmead spine road. Weaverham and Barnton are the most ideal sites as they have good access to A49 and M56/M6. NOR09 would give direct access to A556 but the nearest village facilities in Hartford and Davenham suffer traffic congestion already. NOR06 would be a possibility but would entail building direct access to the A533. Davenham village and London Road could not cope with further traffic. NOR01/02/07/11/12 would mean more traffic and pollution on minor roads - just utter deadlock and madness.

None choose Option A. The A49 and road from Dutton to Northwich via Barnton is already gridlocked . The Winnington bridge cannot possibly cope with more traffic from increased housing in Barnton/Winnington. Hartford is already at a standstill for huge swathes of the day. Weaverham's remaining fields around its borders are precious to its residents. It will be hugely depressing to see these last remaining areas of green space built on. Where will our young people carry on the farming tradition of this county?

I would like CWAC to seriously consider alternative areas for potential growth as I believe Davenham to be totally unsuitable; this will be outlined in my response to question 31.   Suggestions: NOR10 - Weaverham There is already an existing infrastructure in Weaverham that I believe would far better suit further planned growth within the area. Transport links are more suitable with easy access to the A49. NOR08 – Hartford This area has land adjoining the A556.  This location has far better transport links to the A556 and access to main services.  I believe that although the area is classified as green belt the traffic from any proposed development here would not add pressure to either Hartford or Davenham directly. So, if further development in CWAC is required this area should be a serious consideration. However, I am aware that the CADENT pipeline proposals would directly impact on both NOR08 & NORO7, I am usure of the impact of the pipeline on your proposed new housing developments. Northwich town centre and Winnington Village Further regeneration of brownfield land and underused commercial areas in Northwich may be a consideration in terms of offering possible sustainable, mixed-use housing, although I am concerned that the infrastructure of Northwich is not overly suitable for any major regrowth. Access to the town centre is already problematic with significant and frequent congestion and traffic delays.  Flood risks are high in this area already. I do not feel comfortable with this suggestion, but feel even more uneasy at the proposed plans for the expansion of Davenham (NOR06 & NOR07).

I would like to respond to this question with direct quotes from the Cheshire West and Chester Local Plan document itself: “Cheshire West and Chester unanimously declared, on 21 May 2019, that the borough was in a climate emergency.  The Council agreed that climate change presents a threat to our way of life; recognised the need to act in-line with the worldwide agreements on climate change and the best available evidence, which states that to limit emissions to 1.5 OC, there is a requirement to reach ‘net zero’ by 2045; and the Council must play its part by evidencing leadership on this issue.” … “Sustainability Objectives Protect air quality where it is of a high standard and to improve it elsewhere. 6. Protect land and soil quality. 7. Optimise the re-use of previously developed land and buildings. 12. Protect, enhance and manage the character and appearance of the landscape and townscape, maintaining and strengthening local distinctiveness and sense of place.  13. Preserve and enhance historic assets, sites, features, areas and settings of archaeological, historical and cultural heritage importance. 14. Protect and enhance the borough’s biodiversity and wildlife habitats. 16. Promote regeneration, particularly of deprived areas. 20. Maintain and improve the vitality and viability of city, town and local centres 22. Make the best use of existing transport infrastructure and ensure everyone has access to high quality and affordable public transport, cycling and walking infrastructure” All of these objectives suggest that primary development should be focused on building up on top of existing infrastructure, increasing density and regenerating town centres and central areas, rather than constructing new developments in commuter-belt areas on prime agricultural farmland. The most efficient and least carbon-intensive form of housing is high-density apartment buildings, specifically in towns and cities. Here car ownership is not even necessary – all journeys are either made on foot, cycling or with public transport. Amenities are to hand, and businesses local to the apartment building flourish. Communities are equally boosted by proximity. The Green Belt and other surrounding areas are respected and left unspoilt. By myopically focusing on out of town, private commuter and delivery-driver centric developments, the Council is in danger of acting hypocritically against its own Sustainability Objectives and not respecting its self-declared “Climate Emergency”. I therefore suggest that the Council’s focus should be entirely on further developing and regenerating the town centre of Northwich itself, or nearby similar developments such as those close to hand such as in Winnington.
