NOR10 & 11 - Naturally extends the housing in the area and is close to good access (A49) NOR09 - Good access to the A556 NOR08 - Good access to the A556, though the woodland in the area needs to be protected. NOR05 & 06 - Good for employment opportunities.

I am supportive of further consideration of NOR08 as a potential growth area (land adjoining A556, opposite Hartford). This area could be developed into an entirely new village with excellent transport links without affecting traffic in or the character of any of the nearby existing settlements. The direct access to the A556 and close proximity to Hartford Railway Station would seem to make this a great place to consider. I also encourage concerted effort to regenerate Northwich town centre. There seems to be a lot of wasted space that contributes to a sense of neglect. Smarter use of brownfield land and under-used commercial areas could help meet some of the demand for new housing. I would support the authorities to look into further expansion of Winnington Village as a means of meeting demand for new housing.

I oppose development in the Green Belt around Northwich. If development is unavoidable, it should be directed to non-Green Belt, previously developed locations closest to existing transport and services — not to open countryside.

Option A - retain the greenbelt. The infrastructure in Northwich has not been adapted to cope with the recent increase in housing, especially in the Winnington area. This causes all sorts of issues, you can't bring in thousands of new residents without ensuring the surrounding roads can cope with the extra traffic. Therefore the option to retain the greenbelt looks the most attractive and sustainable for existing residents.

I really think the council should give consideration to the following area's: NOR10 : Weaverham - this area already has the infrastructure and the capacity to accommodate further planned growth and to deliver a mix of housing and has a good access to the A49. NOR08: Land adjoining the A556 opposite Hartford where here development would benefit from transport links A556. Further regeneration of Northwich Town Centre where Brownfield land and underused Commercial areas offer a prime opportunity for sustainable mix use housing development should be considered together with further expansion of Winnington Village. NOR01: although this area has currently been identified as a green belt site, the expansion to the North East of Barton should be considered due to its proximity to major transport links A559 & access to the existing village facilities. It would have minimal impact on surrounding landscape. It would also provide an opportunity to deliver a mix of housing as per the local plan requirements. NOR06 -NOR07: Davenham is a historic village and has a strong sense of identity & designated Conservation Area. The proposed development would dramatically alter the rural character of the village and risk encroachment on heritage assets and open spaces valued by the community. The scale of the development proposed is entirely disproportionate to the village size and setting.

We are writing in respect of the proposed CWAC local plan consultation in particular as regards Davenham Parish Council. We have seen the Parish Councils answers to questions 29, 30 and 31. In addition we make the following comments for your consideration. Question 29 Mentions further expansion of Winnington Village. However we understand that the proposal for over 1000 houses on the former ICI land was not approved without the situation over Winnington Bridge being resolved. As relates to Winnington Bridge (an outdated single line bridge which from time to time takes detoured traffic from the Motorway network). Applications to improve this by a modern system has been declined at least twice by central government for funding. Without any such improvements (which have received favourable views locally) then it seems unfair to increase housing without a better infrastructure. Surely if it is required to meet government targets relating to housing the Bridge Project should be a definite consideration before any significant housing increase.

Firstly there is ample empty properties in Northwich town centre. Surely they should be the priority for affordable housing (ie flats). There is also an further opportunity in Winnington village which would be easier and less environmentally damaging. Of those listed the 2 that could be considered are NOR10 Weaverham (existing infrastructure and access to A49) plus NOR08 A556 Hartford (easy access to A556 and would not place direct added strain on either Harford or Davenham directly).
