I would suggest other areas to be considered as more suitable than Davenham would be NOR10 which has existing infrastructure, including better roads with access to the A49, doctors, Library, Community Hall. Also NOR08 the land adjoining the A556 is more suitable too. Further regeneration of Northwich Town Centre with affordable housing and not a block of apartments, as there is one already there that is only partly occupied! Plus further development of Winnington Village provided provision is made within the plans and compulsory the cost of building a new bridge across the river Weaver.

It also has the capacity to accommodate further growth of mixed housing. NORO8: Land adjoining the A556 opposite Hartford, development would benefit from its proximity to the A556 and access to main services. This development should not add further pressure on Hartford or Davenham despite being Greenbelt. Northwich town centre should be considered for regeneration, where brownfield Land and underused commercial areas offer a prime opportunity for sustainable mix use housing. That said Northwich would need a better road system put in place to accommodate the increase in traffic as the one way system easily becomes congested.

On the Spactial Strategy maps, Northwich is shown as the area with most housing growth. However road connections to the west of the town are awful. Driving through Hartford North to south or East to West is extremely slow. There has been no improvement in the road network to keep pace with previous housebuilding. Difficult to see how areas NOR07 to NOR12 can be developed without improvements to infrastructure. Add some mixed use, retail or employment land to the west of the town! Northwich includes Weaverham. It would make more sense to have a station in the NOR10 area than in Acton Bridge!

There are two areas that could be given greater consideration - NOR10 - Weaverham - there is existing infrastructure, and greater capacity. Weaverham has good connections via the A49 which links with other road networks including the M56. NOR08 - Land adjoining the A556 opposite Hartford which has better transport links to A556 and access to main services. In addition, further regeneration of Northwich town centre should be considered - there are brownfield sites that could be utilised. The area where the empty shops are now adjacent to Watling Street is lying empty and could be used, bringing vitality to an area of the town centre that is rapidly becoming an eyesore and has been lying empty for months.

The area for growth NO1 is a sensible approach. It is located on the urban edge, north of the River Weaver pinch point. There are excellent infrastructure routes to the M56 and M6. This area has an industrial heritage in parts and no specific landscape protection. There appear to be natural barriers for containment and preventing sprawl. In terms of sustainability, it is located near Northwich, adjacent to Barnton, and offers numerous walks and leisure activities at nearby Marbury Park and Northwich Woodlands, which feature purpose-made walks and cycle routes leading to Northwich town centre.

Options….What Options! The Proposals from CWAC suggest 3 different options, however the word OPTION suggests a choice and having viewed the results of the the 3 options I can see that Davenham doesn’t have a choice as the answer is the same for all options. It is my belief that Northwich and Davenham have sufficient houses and that the county would be far better served by either building a new town/villages or developing along other major roads, Kingstreet, A41, A51 rather than burying Davenham with residential developments over 2 times the size of the existing village. Instead NOR01 - Although currently identified as a green belt site the expansion to the North east of Barnton should be considered, due to its proximity to major transport links (A559), and access to existing village facilities. It would have minimal impacts on the surrounding landscape. It would also provide an opportunity to deliver a mix of housing as per the Local Plan requirements, Davenham is a historic village with a strong sense of identity and a designated Conservation Area. The proposed developments would dramatically alter the rural character of the village, and risk encroachment on heritage assets and open spaces valued by the community. The scale of development proposed is entirely disproportionate to the village’s size and setting I am aware of planning applications and interest from developers that are more aligned with the scale and character of the village. These include a current application submitted by Wain Estates, a pre-application from Stonhams, and a small development at Bostock Green collectively involving around 200 dwellings. These proposals would be more proportionate to Davenham’s capacity and infrastructure and would be more likely to receive support, provided they are delivered with appropriate design, infrastructure investment, and sensitivity to the village setting. For these reasons, I would urge Cheshire West and Chester Council to reconsider the proposed development allocations within the parish. I request that all current proposals for large-scale residential development in Davenham be removed or significantly scaled back in the final Local Plan

Please find attached my comments regarding the CWAC proposals for additional housing in the Northwich area and more specifically the Village of Davenham. At the top level it appears that the allocation of building targets has been applied in a very simplistic way and has burdened the Northwich area and, in particular Davenham, with a disproportionate number of potential new houses for the County. NOR08 - This area runs along the A556 and would allow easy access to the main transport links and not add pressure to roads in Hartford or Davenham directly. NOR10, NOR11, NOR12 - The area of Weaverham has the capacity to allow development and has good access to the A49. There is no mention of brownfield development in the plan. If considered more fully it would identify parts of Winnington, near to the TATA works, the further expansion of Winnington Village and parts of Northwich centre where there are many empty commercial properties for a more balanced view of future housing developments.

The Issues and Options consultation document identifies several potential ‘growth areas’ around Northwich at Map 5.6 (page 45). The consultation document sets out three Spatial Strategy Options, as follows: Option A – Retain the Green Belt, Option B – Follow current Local Plan level and distribution development, and Option C – sustainable transport corridors. Across all three growth options, Site 1 is proposed for allocation for employment purposes and Site 2 is to remain allocated for employment purposes. The map / Plan refers to site references NOR04 and NOR05, with the former representing land to the west of the railway line and existing employment allocation N4(f) and the latter site NOR05 relates to the land to the east of the railway line. The fact that all three growth options include both sites NOR04 and NOR05, confirms that both sites are considered to be suitable and deliverable employment allocations. These would make an appropriate extension to Gladbrook Business Park and which both fall within Policy N5, Gadbrook employment area. We would also highlight that sites NOR04 and NOR05 are the only large employment allocations directed to Northwich, other than the small employment site at NOR03. This is despite Northwich being one of the main towns and having good connectivity to the strategic highways network with access to Junction 19 of the M6, which is a prime corridor for strategic commercial occupiers. The initial stage of the LAA therefore indicates that Northwich is the preeminent location for housing delivery in the District. The estimated capacity total for Northwich (3,586 units) is the highest out of all of the urban areas. Northwich is followed by Winsford, Ellesmere Port and Chester respectively in terms of total estimated capacity for housing delivery. Given the high levels of housing distribution directed to Northwich, in conjunction there should also be sufficient employment land to align with this level of growth to Northwich. We therefore fully support the draft allocation of NOR04 and NOR05 within each of the growth options for Northwich and suitable employment allocations within the new Local Plan.
