I am aware of planning applications and interest from developers that are more aligned with the scale and character of the village. These include a current application submitted by Wain Estates, a pre-application from Stonhams, and a small development at Bostock Green collectively involving around 200 dwellings. These proposals would be more proportionate to Davenham’s capacity and infrastructure and would be more likely to receive support, provided they are delivered with appropriate design, infrastructure investment, and sensitivity to the village setting. For these reasons, I would urge Cheshire West and Chester Council to reconsider the proposed development allocations within the parish. I request that all current proposals for large-scale residential development in Davenham be removed or significantly scaled back in the final Local Plan.

There would be a huge increase in traffic in an area where many children are walking to/from school around Weaverham, Hartford, Winnington, Barnton. The areas are already gridlocked at certain times of the day. Winnington Bridge is dangerous and unsuitable for heavy traffic and constantly blocked. The increase in lorries for the new solar power infill sites in Winnington will make it practically impassable. This county cannot sustain any more growth. Green spaces between villages are precious and crucial for well being

Question 31-Are there any constraints, including infrastructure provision, that should be considered for Northwich/Davenham when developing the new local plan?   Consideration must be given specifically to NORO6 and NORO7 taking into account the fact that Davenham is a historic village and a designated Conservation area, this would be ruined by the scale of the development proposed which is disproportionate to the size and the setting of the village. Many of the buildings and plots of lane are Listed or protected by Covenants which must not be ignored.   The infrastructure in Davenham is already near capacity. The A556, London Road and Hartford Road are already heavily congested and further development will exacerbate traffic, air quality and safety. Additional residents would put too much pressure on these  overstretched resources. Also we have no doctors, dentist  and only 1 village school.    Having lived at the bottom of Hartford Rd for many years we were only too aware of problems caused by flooding. The proposed developments would increase surface water run off and hinder the function of land that mitigates local flood risks.

Question 31 -Are there any constraints, including Infrastructure provision, that should be considered for Northwich/DAVENHAM when developing the new Local Plan NOR06 - NOR07 Davenham  I have several objections to the proposed expansion of Davenham. This is a beautiful, historic village with a strong sense of identity and a designated Conservation Area. I moved to this village two years ago and paid considerably more for my property than had I purchased in other Northwich environs; I was prepared to do this as I was purchasing more than just my house, I was buying into this beautiful location. The proposals for development would totally change this village with potential for almost doubling its size, this would change Davenham entirely. I am convinced that this would impact negatively on house prices in the area. These developments would dramatically alter the rural character of the village, and risk encroachment on heritage assets and open spaces valued by the community. The scale of development proposed is entirely disproportionate to the village’s size and setting.   I believe Davenham’s existing infrastructure is already operating at capacity . I live on Eaton Lane and would be impacted significantly by the proposals suggested for NOR07. Just driving to my road from either end of Hartford Road can be problematic. The turning into Eaton Lane is tight and not sufficiently wide and long enough for 2-way traffic.   On many occasions this junction has been dangerous as visibility is poor due to the number of parked cars on Hartford Road.  It has been particularly dangerous when the roads are icy in the winter as the room for turning either left or right is so limited. The reality is that nowadays most houses require more than one parking space – Hartford Road has off road parking for some houses and one space for others, this is already insufficient!  Parked vans, delivery vehicles, the bin men etc easily cause obstructions and lead to additional congestion throughout the day.   Additionally, entering Davenham from the London Road is also already heavily congested. This route from the A556 leads directly into the centre of our small but picturesque village.  Any further development would exacerbate traffic, air quality, and safety concerns.   Were the proposals for NOR07 agreed Eaton Lane would in effect become a service road . It is too narrow and totally unsuitable. I understand that when additional housing was built on Eaton Lane and Pritchard Drive over 40 years ago the service vehicles caused significant disruption to residents. There are currently several parked cars on the lane, as off-road parking is so limited, this already cause obstacles for delivery vehicles – would daily use by service vehicles be feasible?   The Eaton Lane farm track is currently used by walkers, joggers, parents and young children, cyclists, farmers and dog walkers. It leads to multiple pathways across the fields to other villages and by the river. This area is essential for our wellbeing particularly during these times of increased technology and social isolation.  Losing this access would be devasting to our local residents.   Public transport provision in Davenham is minimal , and additional residents would place unsustainable pressure on limited local bus services. If more buses are planned there would be further congestion within the area. Current local bus timetables reflect the size of our village now, where buses do not run frequently. If there are no plans for more buses, I am afraid the current service would be totally unsuitable in terms of accommodating the needs of future prospective residents The roads however are unsuitable for the number of buses to and from the village to be increased - so either way public transport links would be totally inadequate.   I am seriously concerned about our current infrastructure . With additional housing comes additional requirements for schools, doctor surgeries and dentists for example. I believe our primary school is already operating at full capacity. Our nearest secondary school at Leftwich is difficult and dangerous for local students walking to and from Davenham across the A556.  Congestion is commonplace on the A556 with the number of cars at peak times already a significant cause for concern.  Additional housing in the area would only make matters worse!  Furthermore, Davenham does not have its own GP surgery nor dentist.  The proposed plans will put immense pressure on the existing surgeries in Northwich.   The sites identified include areas at risk of flooding or on land that serves an important function in mitigating local flood risk. Any development here would increase surface water run-off and impact local watercourses. Additionally, there would be a loss of biodiversity and greenfield land, contrary to sustainability objectives. On a separate note, I understand that planning applications and interest from developers that are more aligned with the scale and character of the village are already in place.  These include a current application submitted by Wain Estates, a pre-application from Stoneham’s, and a small development at Bostock Green.  Collectively these involve around 200 dwellings.  These proposals are more suited to Davenham’s capacity and infrastructure and would be more likely to receive support, provided they are delivered with appropriate design, guaranteed infrastructure investment, and sensitivity to the village setting.   Have you taken these plans into consideration when drafting up these additional proposals?  Have you considered the impact of the Cadent pipeline? For the reasons above, I would urge Cheshire West and Chester Council to reconsider the proposed development allocations within the parish. Please can all current proposals for large-scale residential development in Davenham be removed or significantly scaled back in the final Local Plan. The scale and nature of the proposed developments are disproportionate to the village’s size and character. These plans risk undermining heritage assets, open spaces, and the rural setting that the community values deeply. Infrastructure and environmental constraints and concerns in Davenham include: Biodiversity Loss: The proposed sites include ecologically valuable greenfield land that supports a range of flora and fauna. Development would fragment habitats, reduce biodiversity, and disrupt wildlife corridors. This is contrary to the Council’s own biodiversity net gain objectives and the UK’s Environment Act 2021. Transport : The local road network, particularly the A556, Hartford Road, and London Road, already experiences severe congestion. Additional development would exacerbate traffic, air quality, and safety concerns. Public transport options are limited, and further pressure on these services would be unsustainable. Flood Risk and Water Management: Several sites are located in areas prone to flooding or serve as natural flood mitigation zones. Development would increase surface water runoff, reduce natural drainage, and place additional pressure on local watercourses. This poses risks to both existing and future residents and undermines climate resilience efforts. Carbon Sequestration and Climate Impact: Greenfield sites play a vital role in carbon sequestration. Replacing these with impermeable surfaces contributes to increased carbon emissions and urban heat island effects. Prioritising brownfield development would better align with the Council’s climate emergency commitments. Loss of Ecosystem Services: The proposed developments would result in the loss of green spaces that provide essential ecosystem services such as air purification, noise reduction, pollination, and mental health benefits. These services are especially critical in semi-rural communities like Davenham. Contradiction with Sustainability Goals: The scale and location of the proposed developments conflict with national and local sustainability frameworks, including the NPPF’s emphasis on protecting Green Belt land and promoting sustainable patterns of development. I am aware of smaller-scale proposals that are more aligned with Davenham’s capacity and character, including: A current application by Wain Estates A pre-application by Stonhams A small development at Bostock Green Collectively involving around 200 dwellings, these proposals are more proportionate and likely to gain community support if delivered with appropriate design, infrastructure investment, and sensitivity to the village’s setting. Conclusion In light of the above, I respectfully urge Cheshire West and Chester Council to reconsider the proposed development allocations within Davenham. I request that all large-scale residential development proposals in the parish be removed or significantly scaled back in the final Local Plan.

A significant portion of NOR06, particularly the non-farmed fields to the North of Davenham Hall has a number of trees with TPOs and is a hive of wildlife.  Easily viewed from the public footpath, there are bats, White Owl, badgers, many varieties of birds and Newts that nest here.   I am aware of planning applications and interest from developers that are more aligned with the scale and character of the village. These include a current application submitted by Wain Estates, a pre-application from Stonhams, and a small development at Bostock Green collectively involving around 200 dwellings. These proposals would be more proportionate to Davenham’s capacity and infrastructure and would be more likely to receive support, provided they are delivered with appropriate design, infrastructure investment, and sensitivity to the village setting. For these reasons, I would urge Cheshire West and Chester Council to reconsider the proposed development allocations within the parish. I request that all current proposals for large-scale residential development in Davenham be removed or significantly scaled back in the final Local Plan.

I profess to only be a newcomer to Davenham; we moved here in June this year. We chose Davenham to make our new home for several reasons, but among them was its size, its history and its character. All facets of the peaceful life we have here which the proposed areas will utterly decimate: no village deserves to have its population unwillingly and artificially exploded by national or council diktat, siphoning enormous profits off to morally bankrupt housing developers who will ruin the character of these villages and move on leaving a substandard stock of housing for the languishment of subsequent generations. There is a clear profit incentive for development in smaller, more desirable areas, however Pyrrhic such a development would be – any unscrupulous developer will make more money per structure by labelling their development as ‘in Davenham’ than in other parts of Cheshire West. As a result, predictably the size and scale of the proposed developments is totally out of keeping with a small village in a recognised Conservation Area. There isn’t even a suitable level of infrastructure provision for its existing residents; Traffic is difficult in the village centre, public transport provision and options minimal, and for other social services such as healthcare Davenham residents have to travel further afield to Northwich or Winsford. Our address backs on to the land labelled as NOR06. This land is made up of fertile, agricultural, and actively farmed fields. We were quite surprised to see it appear among the Council’s proposed sites for new residential development, but not as surprised as the farmer herself: she is furious that any of her land has been implicated in this proposal, having had no consultation or contact with the Council whatsoever. It is astonishing that a person’s property can be singled out and publicised in this manner for development without any consideration of the landowner’s intent. I suggest that the Council quickly admit that the area NOR06 was included as something akin to a ‘Clerical Error’ and remove it entirely from all future proposals or versions of this new Local Plan. I do not believe that any of the nearby developments in the proposed Local Plan, in addition to those already going through the planning process for the Davenham Parish, is befitting the village of Davenham, or in-keeping with the Council’s self-declared Sustainability Objectives or even sensible economically, environmentally or financially. The areas nominated, specifically NOR06 and NOR07, show a clear desire for financial profit above all other considerations. As such, any conscientious and responsible Council would not entertain such proposals, and I look forward to seeing the allocation of Cheshire West’s housing targets fall to other much more suitable areas.

I refer to the Cheshire West and Chester Local Plan Options paper that is currently out for consultation and would like to offer the following comments in relation to the village of Davenham in response to question ss31: The Plan proposes major developments in and to the south of Northwich for just over 5,000 homes together with significant urban extensions to the south/west of Winsford of more than 11,000 homes. These will have a direct impact on Davenham and Bostock with particular regard to: Over development of the village. There has been a significant amount of new build development in the village in recent years which has begun to erode the character of the area and the proposed allocation of large scale development would further destroy this.  Road safety. Any further large-scale development will add significant amounts of new traffic to the village road system which is already suffering from congestion at peak times and would particularly present a danger to pedestrians, especially children who walk to school. Loss of wildlife habitat. The destruction of trees and hedgerows to facilitate any development will damage wildlife habitat which has already suffered in the village due to recent large scale developments. Adverse effect on local services. The introduction of a large number of new homes will put further strain on the local school which is already at or near capacity resulting in people having totake their children to schools outside of the immediate area when they would otherwise walk to the local school. Infrastructure capacity. We already suffer from frequent power cuts and the new scheme would put further strain on a system that clearly can't cope. Flooding is also an issue in the village and the addition of large amounts of new housing would add to the problem. Loss of farmland and the Green belt. The proposed sites will destroy good quality virgin land that has been farmed for generations and is an important part of the character of the village. It should be the objective of the Council to protect the Green Belt and not encourage large scale development in these areas. I would like to see development directed to areas of previously developed 'brownfield' land which can adequately support large scale schemes rather than destroying the character of rural villages.

More proportionate alternatives : Smaller-scale proposals currently in the planning system—such as the Wain Estates application, Stonhams pre-application, and Bostock Green development—collectively around 200 dwellings, align more closely with the village’s capacity and character. These could meet local housing needs without breaching the Local Plan’s environmental and infrastructure safeguards. Conclusion We request that large-scale allocations for Davenham (NOR06 and NOR07) are removed from final Local Plan. This would ensure the strategy remains consistent with the Plan’s own objectives, protects high-quality agricultural land, maintains the historic character of the village, and directs growth to locations with greater capacity for sustainable development.

Infrastructure and the knock-on effect. (Doctors, dentists, schools, healthcare eg an already over run hospital at Leighton, police service, fire service, ambulance service, car parking in Northwich, care in the community provision for children and older people, more pelican crossings due to the increase of pedestrians v traffic.  Recruitment for ALL these services would be virtually impossible due to the cash strapped councils etc. Central government are spending money on other things at present!!!!!! Traffic in Davenham village is already busy around school / work times and again at school / work home times. Doubling the number of houses surrounding Davenham would see a massive increase in both leading to frustration, speeding and possible accidents. The fumes/pollution in the area next door to greenbelt and brownfield land could interfere with the natural habitat and wildlife. More traffic = more animals killed on the roads. Public transport is an issue in the Village of Davenham as there is only an hourly bus service and no train station so it is inevitable that the roads will be a lot busier. Access to any proposed building site would be through the village again increasing the risk factor. There are certainly other proposed areas that would be more conducive to redevelopment / formation of a “new village” for example Bostock however a lot of the above issues would still need resolving. Recreation for young people is already a concern for the area. Groups of young people gathering in parks etc and being destructive on their journey to and from the park. The area needs a youth club/centre offering facilities to prevent escalation towards involvement in petty crime and beyond.

More homes would mean hundreds more cars, worsening traffic, air pollution, and road safety risks. Eaton Lane cannot be burdened with more traffic . It is narrow, essential for agricultural vehicles, and used daily by children and families. Increased vehicle use would be dangerous and unacceptable. Parts of the proposed sites are at flood risk or help to reduce local flooding. Development here would increase surface water run-off, harm local watercourses, and reduce biodiversity — running directly against sustainability goals. Smaller-scale developments, such as those proposed by Wain Estates, Stonhams, and at Bostock Green (around 200 homes total), are far more proportionate to Davenham’s size and capacity. If designed well, with the right infrastructure and sensitivity to the village setting, these could meet housing needs without destroying what makes Davenham unique. For these reasons, I urge the Council to remove or significantly reduce large-scale housing allocations in Davenham from the final Local Plan. Future housing growth must be directed to the right places — where infrastructure already exists, where the environment can be protected, and where community character will not be sacrificed. The alternative sites I have outlined meet these criteria and are far more likely to gain public support.
