NOR01 Barnton The north east of Barnton should be considered because of its proximity to major transport links – A559, M56 and access to existing village facilities, doctors, dentists, shops and schools.  It would provide an opportunity to deliver a mix of housing as per the Local Plan requirements and would have minimal impacts on the surrounding landscape. NOR05 Land near Gadbrook Park Although the landowners discussed this land being used for a large logistics warehouse it should be subject to a change of use and would be better used for residential development. It would have excellent access to the A556 – Chester, Manchester, Crewe, M6J19/J18 and would mirror a similar housing development almost opposite.  NOR10 Weaverham This area has existing infrastructure.  Good road network with easy access to the A49, shops, doctors, dentists, and schools and capacity to accommodate further planned growth.  The site would create an opportunity for a mix of housing as per the Local Plan requirements.  As part of any possible planning permission granted, a condition should be included to fund a new access road into and out of Northwich to alleviate the pressure on the Winnington Lane Bridge. Northwich The further regeneration of Northwich Town Centre where brownfield land and underused commercial areas, as well as unused land along the river side opposite Barons Quay offer a prime opportunity to support CWAC’s Local Plan target for sustainable mixed-use housing development. TATA have released more land in Winnington which could easily be used for further expansion of Winnington Village. Two developments, if included in the Local Plan and which would collectively add around 200 dwellings to the Parish are the current pre-application submitted by Stonhams for a reasonably sized development and village Community Centre on land adjoining Butchers Stile and Tatton Estate’s plans to develop the hamlet of Bostock opposite the Hayhurst Arms (Bostock Green). These proposals are more aligned with the scale and character of Davenham Village and as they would be more proportionate to Davenham’s capacity and infrastructure they would be more likely to receive support conditional to appropriate design, infrastructure investment and sensitivity to the village setting. I would request that Cheshire West and Chester Council reconsider all the large scale proposed development allocations within the community and that they be either removed or significantly scaled back in the Final Local Plan.

Planning Department Cheshire West and Chester Council   Subject: Objection to Proposed Development of 400+ Houses Behind Prospect Drive and Eaton Lane Dear Sir/Madam, I am writing to formally object to the proposed development of over 400 houses on farmland located behind Eaton Lane. While I understand the need for new housing, this particular site is wholly unsuitable for a development of such scale, and I would like to raise the following concerns: Access and Traffic Safety Access to the site is extremely restricted. Vehicles would be funnelled down a narrow side street, along a country lane, and over a humpback bridge. This route is not designed to accommodate the level of traffic that such a large estate would generate. It would inevitably lead to congestion, safety risks for pedestrians, and severe disruption for existing residents. Impact on Hartford Road The feeder road, Hartford Road, is already heavily congested. It effectively divides the village of Davenham and is made narrower still by cars parked along both sides. Adding hundreds of additional vehicles from a new housing estate will create dangerous conditions, exacerbate bottlenecks, and worsen air quality in the village centre. Village Character and Infrastructure Davenham is a small village with limited infrastructure and services. A development of this scale would place unsustainable pressure on local schools, healthcare facilities, and amenities, changing the character of the village beyond recognition. The loss of farmland would also negatively impact the rural setting and biodiversity of the area. For these reasons, I strongly urge the council to reject this application. The site is not suitable for such a large development, and the negative impacts on traffic, safety, and village life would far outweigh any potential benefits. Thank you for considering my objection. I trust that the council will act in the best interests of existing residents and the character of Davenham.

We understand the need for housing in CWAC but believe the draft plan would allow for disproportionate building in some areas while missing the following areas that would be more appropriate in the Northwich area WINNINGTON  – We believe that further land has become available from Tata since the draft local plan was drawn up and should now be considered NORTHWICH TOWN CENTRE  -   Northwich town centre has a large amount of derelict and unused buildings/areas which could provide a mixture of housing, further regenerating the town centre using brownfield sites. The housing would improve both the aesthetics and also bring businesses to the area NOR09  – This would appear to offer a site close to Hartford train station and therefore access to West Coast train service and limit the impact of car usage around the Northwich area NOR10 – Weaverham is well served by the A49/ M56/ M6 and has capacity for further growth to provide mixed housing NOR08  - Land adjoining the A556 -opposite Hartford . Any development would have access straight to the A556 without adding extra traffic to surrounding villages

Gadbrook Park, since Barclays Bank left their two large sites there, it has freed up more than adequate office space for any new start up businesses, or businesses looking to relocate to the  area This scheme would also give CWAC and Network Rail the opportunity to build a much needed railway station in Rudheath which could be used for passenger and potentially freight purpose   NOR08 - Land adjoining the A556 - opposite Hartford, where development would benefit from its better transport links A556 and proximity to Hartford Railway station and Northwich town centre Although Green belt the traffic from this proposed development would not add pressure on Davenham directly, although in busy times it's a given that Hartford Road would be used as a rat run - NOR10 - Weaverham, which has existing infrastructure, good road network with easy access to the A49 shops, doctors, dentists and schools and capacity to accommodate further planned growth. This scheme would also give CWAC and Network Rail the opportunity to build a much needed railway station in Rudheath which could be used for passenger and potentially freight purpose .   NOR08 -  Land adjoining the A556 opposite Hartford: Development here would benefit from its better transport links A556 and proximity to Hartford Railway station and Northwich town center – I feel this area would need to be reduced by at least half away from the river to give the environment space to work as a wildlife corridor and to maintain the benefits of the green space that is the paths along the river. Although this land is a green belt if reduced in size and brought away from the river this could be more suitable development for Davenham - the traffic from this proposed development would not add pressure on Davenham directly, although in busy times it's a given that Hartford Road would be used as a rat run   NOR10 - Weaverham, This land has existing infrastructure, good road network with easy access to the A49 shops, doctors, dentists and schools and capacity to accommodate further planned growth. While I understand and support the need for additional housing, I strongly believe it must be done in a sustainable and considered way. There are alternative sites within the Northwich area that are more suitable for such development. The village's current infrastructure is already struggling to meet the needs of its population—without the added pressure of significant housing growth. The village lacks essential facilities such as a village hall, a GP surgery, and a dental practice. Additionally, Eaton Lane—where one of the proposed developments is located—has a narrow road and a junction with Hartford Road that cannot safely accommodate two cars passing simultaneously, particularly with one turning in and one turning out. Parking in the village is also extremely limited. This is especially noticeable near the Premier shop, where congestion is a constant issue. The items provided below are my views on the matter. We strongly urge the Council to give greater consideration to the following areas: - NOR01  -  Barnton  - Although currently identified as a green belt site the expansion to the North east of Barnton should be considered, due to its proximity to major transport links A559, M56, and access to existing village facilities, Doctors Dentists shops and schools. The summary view I have is that while I see that housing needs to increase, I would urge that it is done in a sustainable way. In that view there are sites within the Northwich area that fit the need. Having been brought up in Davenham and then returning with kids I can see first hand that the current infrastructure in the village does not fit it's current population, let alone such a big increase in housing. The top end of Hartford road has too many cars so traffic is hampered. There is no village hall, no doctors, no dentist. Eaton Lane where one of the proposals has a narrow road and the junction to Hartford road cant take 2 cars on it, one turning in and one turning out. There is no parking in the village for any of the shops so congestion is ever present, especially by the premier shop. I would urge the Council to take a more holistic view of the locations considered. The following locations have considerable merit: NOR01: North East of Barnton whilst considered green belt it is in effect no different to the areas to the South of Northwich. It does however offer much better transport links: M56 and A559 in particular. The availability of infrastructure doctors, dentists, shops and schools are good and would have a minimal impact on the surrounding landscape unlike other options. It would also provide an opportunity to deliver a mix of housing in support of the local plan. NOR04/05: Gadbrook Park noting that the departure of Barclays Bank has freed up considerable office space, so therefore would be better utilised as housing, rather than creating new vacant premises. The site offers good access to the A556 and wider M6. But most importantly developing the area would offer an opportunity to construct a new railway station to bolster more sustainable transport options in the area. NOR08: South of A556 opposite Hartford has superior transport links given the proximity to both the A556 and most importantly Hartford Railway Station. NOR10: Weaverham which has existing infrastructure and access to the road network A49, shops, doctors and dentist etc.. but also has the capacity for future growth. Given the location the site could offer a mix of housing in line with the local plan and as part of the planning permission require the developer to construct a new access road into Northwich to reduce pressure on the Winnington Lane Bridge.

It would have minimal impacts on the surrounding landscape. It would also provide an opportunity to deliver a mix of housing as per the Local Plan requirements -NOR05 - Land near Gadbrook Park We attended an open briefing by the landowners who discussed using this site for a large logistics warehouse. It is our opinion that this land should be subject to a change of use and would be better used for residential development. It would have excellent access to the A556 - Chester - Manchester, Crewe, M6J19/J18 etc. and would mirror a similar housing development almost opposite. Gadbrook Park, since Barclays Bank left their two large sites there, it has freed up more than adequate office space for any new start up businesses, or businesses looking to relocate to the area This scheme would also give CWAC and Network Rail the opportunity to build a much needed railway station in Rudheath which could be used for passenger and potentially freight purpose - NOR08 - Land adjoining the A556 - opposite Hartford, where development would benefit from its better transport links A556 and proximity to Hartford Railway station and Northwich town centre Although Green belt the traffic from this proposed development would not add pressure on Davenham directly, although in busy times it's a given that Hartford Road would be used as a rat run - NOR10 - Weaverham, which has existing infrastructure, good road network with easy access to the A49 shops, doctors, dentists and schools and capacity to accommodate further planned growth. We strongly encourage the Council to give greater weight to the following areas: NOR01 – Barnton Although currently designated as Green Belt, the land to the north-east of Barnton should be reconsidered for expansion. Its location is highly suitable, with excellent proximity to key transport routes including the A559 and M56, and ready access to existing village facilities such as doctors, dentists, shops, and schools. Development here would have minimal impact on the wider landscape and would create the opportunity to deliver a varied mix of housing in line with the Local Plan requirements. NOR05 – Land near Gadbrook Park At an open briefing with the landowners, proposals were discussed for a large logistics warehouse on this site. In our view, this land would be far better allocated for residential development. It benefits from excellent access to the A556 (Chester–Manchester), Crewe, and the M6 (junctions 18 and 19). The scheme would reflect the housing development already situated almost opposite. Since Barclays Bank vacated its two major sites at Gadbrook Park, more than sufficient office space is now available to support new start-ups or businesses relocating to the area. Residential development here would also create an opportunity for CWAC and Network Rail to deliver a much-needed railway station at Rudheath, which could be used for both passengers and freight. NOR08 – Land adjoining the A556 opposite Hartford Although designated as Green Belt, this site is well placed for development due to its close connections to the A556, Hartford Railway Station, and Northwich town centre. Traffic generated here would not add significant pressure on Davenham, although it is expected that Hartford Road would become a rat run at peak times. NOR10 – Weaverham Weaverham benefits from existing infrastructure and a strong road network with easy access to the A49, shops, doctors, dentists, and schools. The area has the capacity to accommodate additional planned growth. In our view, this site could provide a balanced mix of housing in line with Local Plan objectives. We also believe that, as part of any planning permission, a condition should be imposed on the developer to contribute towards a new access road into and out of Northwich. This would help relieve the pressure on Winnington Lane bridge between Anderton and Barnton.

Consideration should be given to those areas where transport and infrastructure issues can be minimised and where conservation and heritage will not be directly affected. Hartford NOR8, Northwich centre and Winsford have direct rail services which should be prioritised over road traffic to reduce congestion and increased environmental impact. Weaverham - NOR10 has existing infrastructure and good access to both the A49 and rail stations in Hartford.  Northwich town centre in particular has brownfield land and legacy commercial areas which offer a prime opportunity for regeneration and sustainable, affordable housing which would suit first-time buyers, drive increased employment and help re-invigorate a town centre which is suffering from decreased footfall and shop closures from the major chains. Any initiatives which can arrest this decline and put Northwich on a path to be a vibrant town centre again should be considered as a priority.

We also believe that the further regeneration of Northwich town centre, where brownfield land and underused commercial areas over a prime opportunity for sustainable, mixed-use housing development should be considered, together with further expansion of Winnington Village. Furthermore are there areas where there is an opportunity to provide housing developments that have minimal impact on infrastructure capacity. It is evident that NO06 and NO07 are being considered because there is minimal impact in developing new infrastructure however is this approach in the best interest of Davenham residents in the long term. These developments would result in major traffic issues throughout the village and on Davenham Bypass, which was built for a purpose – To elevate traffic issues in Davenham and connectivity to Winsford / Winsford Industrial Estate. Also what will the impact be on utilities infrastructure and drainage. Surely a more strategic approach needs to be deployed where housing and employment are a joint driver in the Northwich area. The approach taken seems to be very much meeting a central government driven housing quota rather than seeking to develop a strategic plan to provide sustainable growth for Northwich and its surrounding villages in housing business and employment.
