  o   I fully support Option A, i.e. retaining the Green Belt; and I believe Brownfield sites should be used to maintain the Green Belt without encroaching on it. o   I do not support Options B and C and I am alarmed and concerned for the following personal and community reasons I have witnessed the decline in green spaces and green belt areas over the last five years I have been living in Weaverham.  The green spaces are features which the community has enjoyed and cherished and are part of the character of the county. Green spaces [gardens, fields, trees, and allotments] are essential for the production of oxygen, and the maintenance of a healthy ecology with benefits for people, plants, animals and insects.  They are also essential for run-off water to be absorbed into the land and the removal of green spaces not only contributes to flooding, but is a major reason for the fast and devastating floods that accompany the wetter winters which are a result of global warming.  Hard landscaping, tarmacked roads, pathways and driveways result in flooding and Northwich and Weaverham already suffer from this.  Additional and intensive house building can only make this worse. Cheshire has always been a rural county and wholescale erosion of the Green Belt will alter the quality of life for all of us.  We are all aware of the need for new housing nationally and the obligation via the Government to build houses across the UK.  We would ask you to be creative in the solutions you seek for this.  Damaging the Green Belt and upsetting the ecological balance will result in harm now and our children will need to reverse the position if we do not seek creative solutions and implement them. The Royal College of Paediatrics and Child Health has issued a Position Statement which is clear about the damage that poor air quality does to children, and adults are also affected with resulting chest and lung conditions.  Not only does poor air quality result in the second highest cause of death in the under 5’s but also a range of adverse health outcomes and the concomitant high demands on the local health services are another pressure.  All of these could be eliminated with good planning.  Building 200, 300, 400 houses on Green Belt land will require excavation of existing ecologically sound areas, delivery of building products by diesel lorries along roads that have children living alongside, and this will be a long building process.  It is not unreasonable to expect that our elected representatives find solutions that offset this health damage, and indeed reflect and support the wishes of local communities. The original A49 bypass was a welcome development to counter the traffic congestion on the old A49/Sandy Lane area.  We do not wish to return to over development and more traffic. Large housing developments by existing roads will turn those existing roads into rat-runs and thus into highly congested routes into places with where there are employment opportunities. Whilst there are sufficient school places in Primary and Junior schools to absorb a small to medium increase in population, the High School does not have any additional capacity.  Building extra capacity [leading to yet more air pollution] and sourcing additional teachers is a fundamental requirement. There are not sufficient doctors or dentists in Weaverham.  Planning recruitment in these areas requires a fully worked up recruitment plan [for example there are insufficient trained doctors nationally and training GPs takes up to 7 years from leaving school to taking up a post].  The local populations would be reassured to see plans in place for this. We feel that just as each region in the UK, and indeed the villages and towns within it, are different from each other, with different population profiles and different employment options; we believe therefore, housing plans should be based on a local needs assessment and not just on a central government target. It would be nice to be reassured on this approach. We know from the census data that 67.3% of the over 16s in the area are not employed and have not been in employment in the previous 12 months.  If we are adding additional people of working age into the area to live in the houses being built, where are they going to be employed? The proportion of elderly people in the population is also increasing and living longer – what allowance has been made for them in the plans? This consultation has not been undertaken in an open and transparent fashion.  We have not been informed of the consultation, either by the main West Cheshire and Chester Council, or by our Parish Councillors in Weaverham.  As the Council is aware of the households and householders who pay Council Tax it could have been easy to send an email to everyone to explain the consultation period, and the process of refreshing the Local Plan and the proposals for building houses.  A simple direction to the website would have been sufficient.  When our Parish Councillors and their Planning Committee made the village aware of the consultation there were only three weeks left in the consultation period.  We were, therefore, effectively disenfranchised for the majority of the consultation.

Area NOR10 – Weaverham has existing infrastructure and the capacity to extend and accommodate the needs of additional housing, including good access to the A49, Schooling provision, medical facilities, and retail services. Area NOR08 – Land opposite Hartford on A556. This area has better transport links directly onto the A556. Schooling provision will still be a significant issue, though, as there is no easy access to schools in Hartford or Davenham without using a car, and these facilities would place additional pressure on an already congested system. Within Northwich as a whole, there are a large number of brownfield sites that could be regenerated for mixed-use development. This will also bring more people into Northwich town centre and provide a vital footfall for a town that is rapidly losing its appeal for shopping.

This must be reflected in any new Local Plan. Also what is being done to bring empty properties back into use?

As a town that continues to increase in size with houses and not business, further consideration should be taken for all the vacant buildings on sites around the town.  There are numerous empty buildings which could be converted into houses/flats or other business development in and around the town centre.  Residential development on or nearer to sites that are already assigned as brown field sites such as the Gadbrook Park, the old ICI works at various sites around the town, seems more logical.  Areas that are already under development, not breaking out on clean agricultural land.  For example, sites like NOR04, NORO3, NOR10 are more suitable.

I am writing to state my objection to the building proposals set out in your planning portal with the designated reference of NOR 11, proposed development of land adjoining Sandy Lane Weaverham. To reiterate all of the points Stephen Houston has made, this land is a Green Belt area, set for a reason. Its primary goal is to stop cities and towns spreading into the countryside, reducing our carbon footprint and preventing an urban jungle.  Green Belt is set to protect wildlife, biodiversity and heritage and usually banned from being disturbed and built on. We strongly urge you to instead build on brownfield sites. Think of all the traffic, pollution, disruption, stress onto the infrastructure, plus  the wildlife and nature that will be destroyed. Lack of housing is a problem, but there are other options with equal appeal in brownfield sites. The destroying of Green Belt land should be a last resort, not an option, otherwise what was the point in the local planning authorities and government  protecting it in the first place? I strongly express my severe objection to the development NOR 11, as do fellow residents of Weaverham.

It is our opinion that this land should be subject to a change of use and would be better used for residential development. It would have excellent access to the A556 - Chester - Manchester, Crewe, M6J19/J18 etc. and would mirror a similar housing development almost opposite. Gadbrook Park, since Barclays Bank left their two large sites there, it has freed up more than adequate office space for any new start up businesses, or businesses looking to relocate to the area This scheme would also give CWAC and Network Rail the opportunity to build a much needed railway station in Rudheath which could be used for passenger and potentially freight purpose  - NOR08 - Land adjoining the A556 - opposite Hartford, where development would benefit from its better transport links A556 and proximity to Hartford Railway station and Northwich town centre Although Green belt the traffic from this proposed development would not add pressure on Davenham directly, although in busy times it's a given that Hartford Road would be used as a rat run  - NOR10 - Weaverham, which has existing infrastructure, good road network with easy access to the A49 shops, doctors, dentists and schools and capacity to accommodate further planned growth. In our opinion the site would create an opportunity to deliver a mix of housing as per the local plan requirements. We also believe any developer as part of any planning permission granted a condition should be to potentially fund a new access road into (out of) Northwich to alleviate the pressure on the Winnington Lane bridge to /from Anderton, Barnton

I wish to register my strong objection to the inclusion of site NOR01 as a potential growth area around Northwich. Green Belt harm: Development here would result in the permanent loss of openness, reduce separation between settlements, and significantly damage the rural character of the area. No exceptional circumstances have been demonstrated to justify its release from the Green Belt. Unsustainable location: The site is poorly served by public transport and lies beyond reasonable walking and cycling distances for most daily needs. Any development would be heavily car-dependent, leading to greater congestion and higher carbon emissions. Infrastructure pressure: Northwich already faces serious congestion, while schools, health services, and utilities are stretched. Development at NOR01 would place further unsustainable pressure on these systems without credible plans for improvement. Landscape impact: The site forms an important part of the open setting of Northwich. Urbanisation here would cause lasting harm to the area’s character and distinctiveness. Reasonable alternatives: The Council has acknowledged the availability of brownfield land and existing allocations. These should be prioritised before considering the release of Green Belt land such as NOR01. For these reasons, NOR01 is neither sustainable nor appropriate for development and should be removed from further consideration in the Local Plan.

I have reviewed the proposed housing expansion plan in the whole Northwich and wider area and would like to offer my opinion by way of answering question SS11. My strong preference would be Option A, which is to preserve the existing green belt area. My property backs onto fields which are thriving with nature. There are wildflowers, bees, and birds of prey amongst many other flora and fauna. Developing houses on this land would destroy habitats and would cause a decline in the mental health of residents of the area, many of whom (including myself) get a great deal of mental health benefits from observing and spending time in the surrounding nature. In addition to this, the infrastructure in the area is not suitable for the volume of traffic the proposed development would introduce. The collapse of Soot Hill in December 2021 is an example of this. The road closure caused widespread chaos for more than 18 months which saw Hough Lane become a short cut for residents of neighbouring Barnton, which is still used by many out of habit today. This has resulted in significant deterioration of a road surface which was never designed to accommodate the volume and type of traffic which it now does. Indeed, the road was scheduled to be closed for seven days from 18 th  August for improvement works to provide some resolve, but this has not been done without any communication as to why. Neighbouring Winnington swing bridge is the main access route to Northwich town centre which again is an ageing asset which was not designed to take the volume of traffic it currently does. Adding in a significant number of new houses in the area would result in further damage and also put further pressure on other local services such as doctors and dentists. My fiancee and I have both suffered with illness in recent times, and the process of getting an initial appointment at our local doctors' surgery was quite frankly unacceptable due to the oversubscription in the local area caused by housing development in the past 10 years in neighbouring Winnington.  For the reasons outlined above, which I'm sure are echoed in other proposed development areas, I strongly believe that preservation of existing green belt areas is the best option for the planning policy.

Since the CWAC Planning website is so far from user-friendly that it is an effective deterrent to public involvement, could you please ensure that this entire email reaches the CWAC Planning Committee. First of all I question why CWAC did not see fit to send out proper notice of the proposals and why the consultation period has been so short. It has led locally to the conviction that the Planning Committee is actually discouraging comments. It might alleviate concern if a public assurance was circulated that this is a genuine consultation, not a token gesture allowing the Committee to claim that local views have been sought, regardless of whether those views will actually be given serious consideration.    Question SS 4. I do not agree with the release of Green Belt land for development.   Question SS 11. I strongly favour Option A [Retaining the Green Belt]. It is designated Green Belt for compelling reasons which would be irresponsible to ignore: e.g. safeguarding green spaces which once lost will be lost forever, protecting the flora and fauna of the countryside, preserving the distinct character of historic Cheshire villages such as Weaverham, and preventing Northwich from becoming an amorphous urban sprawl. I do not agree with Options B and C.    General comments. The number of large housing estates now proposed in the Northwich area is not viable, particularly in the context of the number already built recently in this area.  Weaverham is close to the new Winnington Village, which is a glaring example of an estate approved and built with no apparent consideration at all for the infrastructure necessary to support huge numbers of new houses.  We are witnessing how the increased traffic without corresponding improvement to roads has led to regular gridlock and increased air pollution. This was entirely predictable. Getting a GP appointment is already incredibly difficult and stressful while A&E departments are stretched beyond the limits. Urgent appointments now have waiting lists of many months. Hundreds of new houses will obviously make the situation much worse. Public transport is not good. Parking at local train stations is wholly inadequate already.    These and a number of other issues are leading to a widespread belief locally that the Northwich area is being singled out for development that is disproportionate while lacking even basic joined-up thinking. There is frustration at the difficulty in expressing this belief, and a feeling of being deliberately excluded from discussing development which would radically affect people’s lives. It will not be acceptable for CWAC to ignore local feelings or to cynically deflect them by agreeing to cut the proposed number of houses by a minimal, meaningless percentage, i.e. a token gesture.

It would also provide an opportunity to deliver a mix of housing as per the Local Plan requirements - NOR05 - Land near Gadbrook Park We attended an open briefing by the landowners who discussed using this site for a large logistics warehouse. It is our opinion that this land should be subject to a change of use and would be better used for residential development. It would have excellent access to the A556 - Chester - Manchester, Crewe, M6J19/J18 etc. and would mirror a similar housing development almost opposite.  Gadbrook Park, since Barclays Bank left their two large sites there, it has freed up more than adequate office space for any new start up businesses, or businesses looking to relocate to the area  This scheme would also give CWAC and Network Rail the opportunity to build a much needed railway station in Rudheath which could be used for passenger and potentially freight purpose  -NOR08 - Land adjoining the A556 - opposite Hartford, where development would benefit from its better transport links A556 and proximity to Hartford Railway station and Northwich town centre Although Green belt the traffic from this proposed development would not add pressure on Davenham directly, although in busy times it's a given that Hartford Road would be used as a rat run  - NOR10 - Weaverham, which has existing infrastructure, good road network with easy access to the A49 shops, doctors, dentists and schools and capacity to accommodate further planned growth. In our opinion the site would create an opportunity to deliver a mix of housing as per the local plan requirements. We also believe any developer as part of any planning permission  granted a condition should be to potentially fund a new access road into (out of) Northwich to alleviate the pressure on the Winnington Lane bridge to /from Anderton, Barnton

There are two areas that could be given greater consideration -  NOR10  - Weaverham - there is existing infrastructure, and greater capacity. Weaverham has good connections via the A49 which links with other road networks including the M56. NOR08  - Land adjoining the A556 opposite Hartford which has better transport links to A556 and access to main services.  In addition, further regeneration of Northwich town centre should be considered  - there are brownfield sites that could be utilised. The area where the empty shops are now adjacent to Watling Street is lying empty and could be used, bringing vitality to an area of the town centre that is rapidly becoming an eyesore and has been lying empty for months.

We would suggest NOR10 in Weaverham, would be a more suitable area for growth. There is good access to the A49 and the area has the existing infrastructure to support further growth. We would also suggest NOR08 as another suitable option. The land adjoins the A556, which is a major road, and residents would benefit from the easy access onto the main transport link. Although this would mean more traffic accessing the A556, it would not put any added pressure onto the two surrounding villages of Davenham and Hartford, which are both running at or near capacity currently. There are also areas for consideration in Northwich town centre, where there are some brownfield and underused commercial sites which could be used for further regeneration of the town, including mixed use housing. There would also be a suggestion for further expansion of Winnington Village.
