Dear Sir/Madam, I am writing to express my strong opposition to the proposed large-scale development on Green Belt land in and around Neston and Parkgate. I am answering *Question SS 11* and my choice is: *Option A – Retain the Green Belt* Could I suggest that the Government focus on redeveloping brownfield sites in areas before going for the easier to develop and relatively cheaper to do green belt developments. But that would mean developers have to do more work and remediate sites first.  Developers ambition to achieve high profits need to come secondary to the environmental damage/ loss of agricultural land, which once gone is lost for future generations.  Also current infrastructure is inadequate for current residents poor roads, lack of access to Drs/NHS dentist, poor access to public transport bus or rail, sewage system is at full capacity, no local banking services and our schools are already at full capacity.

The most appropriate spatial strategies for CW&C are Options B and C above. For the reasons outlined above, namely to ensure the Local Plan is ambitious and plans to deliver sufficient housing, Option A should be discounted, as retaining the current Green Belt extent would restrict realistic opportunities to deliver sustainable development in appropriate locations in the borough. In order to deliver at least 1,928 new homes per year, the Council will need to assess land that is currently within the Green Belt for its potential to deliver sustainable residential development.  While Savills recognises the prioritisation of previously developed land for housing development, there is not a sufficient supply of available previously developed land in urban areas that is capable of accommodating the housing requirement.

In response to the proposed housing expansion plan for the wider Northwich area, and specifically Question SS11, I strongly support Option A, which seeks to preserve the existing Green Belt land. The Green Belt plays a vital role in protecting wildlife, which is already under immense pressure from human activity. Many species of birds and small animals rely on these areas for survival, and further development would cause irreversible harm to their habitats.   I also strongly oppose any building on Green Belt land around Barnton and Anderton for the following reasons: Transport Infrastructure – The road network is already at breaking point. The Winnington Swing Bridge cannot accommodate additional traffic. Over the past decade, a number of new housing estates have been built, with planning permission also granted for 1,200 new homes at the Winnington Tata site. In addition, hundreds of heavy lorries are expected to pass through the area to support landfill works linked to the government-approved Tata solar panel scheme. This will cause severe congestion and safety concerns. Local Services – Access to healthcare is already stretched. Residents in Barnton and Anderton struggle to secure appointments with doctors and dentists. The addition of further housing developments will worsen this situation, reducing the quality of life for existing residents.  For these reasons, I urge you to reject proposals to build on the Green Belt in Barnton and Anderton, and instead prioritise the protection of this valuable landscape and the well-being of the community.

Map 5.14 (Neston & Parkgate Growth Options), Questions SS53, SS54 and SS55. Formal response to the CWaC Local Plan Consultation (Issues and Options): “In principle, Neston Town Council agrees that development is necessary, angled strongly towards a high percentage of affordable and social housing. Infrastructure needs to be increased and improved for this to happen. In the first instance, there needs to be a focus on derelict and unused sites. Neston will look chiefly at areas of significant green belt which needs to be retained for recreation. Any land identified as brown belt is to be developed first, followed by grey belt. Neston Town Council considers that NEP02 would be suitable for some mixed-use development as well as NEPO3 for potential sites. Neston Town Council does not consider that NEP01, NEP04, NEP05 or NEP06 are suitable for any development. Constraints for any developments would need to include new schools. Any further development would require a new water treatment centre and sewerage system upgrades. Appropriate upgrades of all essential services and improvements to public transport are a must. Neston Town Council considers that a blend of a healthy amount of all options would be most suitable, whilst retaining as much of the green belt as possible from Option ‘A’ with not as many houses as suggested in Option ‘C’. The Town Council notes that increased development in the area could have a big impact on wildlife and wishes to preserve the town’s sanctuary for wildlife and areas of outstanding natural beauty. Neston Town Council is mindful that there needs to be a balance of nature with its significant impact on tourism and businesses.” It was RESOLVED: To submit the above formal response in full to Cheshire West & Chester’s Local Plan Consultation.

Dear Sirs As a resident of Barnton, I have only just become aware of this plan to build 1700 new homes on the green belt in our small parish village, I would like to object to this planning due to many other areas of brownfield sites that can be used instead of destroying the green countryside with many different wild species that have lived within this area for many many years. Also, the area does NOT have the infrastructure to deal with potentially and increase north of 3,500 cars and over 5,000 new residents. We have ONE GP surgery and ONE petrol station, I am astounded that this is even being considered. I object wholeheartedly to this plan and would put in, with my objection that I choose Option A to retain the green belt.

I believe the green space should be preserved for the local wildlife and to reduce the risk of flooding for local residents. I am concerned about the lack of facilities already present for existing residents namely number of doctors, hospitals and schools. Hi, I write in regard to the local plan consultation for Home building. I would like to advocate supporting option A which is to maintain the greenbelt as it is. Within CH02 The A41 is currently always busy at school time in rush-hour and journeys take up to double the normal time, more traffic will be a nightmare. Christleton is already a hotspot for people cutting through from the A41 to the A51 and it’s hugely dangerous with all the parked cars & the School, this will just add to it. For everyone who can’t walk to school or work, adding additional houses - where the roads can’t be increased in capacity, will just add time and stress to everybody’s day. As an aside, the consultation is incredibly complex and very difficult to understand, which is why I have emailed - this may be intentional, but feels (as someone not involved at all in town planning) to be very unfair when asking people to input into it - any consultation should be clear and easy to understand - previous consultations from CWAC have been so.

Firstly I am in favour of Option A to retain existing areas. Secondly with regard to the areas marked for potential housing development on one of the associated maps - namely the area marked as CH03 running both sides of Lache Lane from its junction with Green Lane to the boundary with the A55 Chester Bypass: This area is already subject to flooding during heavy rain as is Lache Lane itself. To build on this land in addition to the recent new housing developments at Kings Moat Garden Village and Beaufort Court which have already added considerable surface water drainage issues to the larger area south of the River Dee despite recent works to upgrade sewers is only likely to exacerbate current poor drainage issues. Traffic levels along Wrexham Road, Lache Lane and Hough Green have increased considerably in recent years leading to frequent congestion and long delays at Overleigh Roundabout and Grosvenor Road/Grosvenor Bridge. Additional housing will cause further strain to these bottlenecks unless the long delayed additional Western  river crossing is built. There is already a need for additional public infrastructure such as schools, medical facilities and public transport provision. Finally, as a local resident, I feel we have been subjected to considerable excessive  noise and traffic disruption due to road and sewerage construction works over the past 5 years or so resulting from construction work on the two aforementioned sites to warrant being spared additional misery if this land is developed as proposed. I trust you will take note of these considerations.

The Green Belt is a vital planning tool, designed to prevent urban sprawl, maintain the character of our towns and villages, and protect the natural environment. Development of this scale directly conflicts with the principles set out in the National Planning Policy Framework (NPPF), Section 13: Protecting Green Belt Land, which makes clear that Green Belt boundaries should only be altered in exceptional circumstances and that inappropriate development is, by definition, harmful. Beyond policy, such development would have significant adverse consequences: Loss of local identity and heritage – irrevocably changing the rural setting of Neston and Parkgate. Environmental damage – destruction of wildlife habitats and reduction of biodiversity. Infrastructure pressures – increased demand on roads, schools, health services, and utilities, far beyond current capacity. Climate commitments – undermining local and national objectives for sustainable growth and reduced carbon emissions. In response to Question SS 11, my position is unambiguous: Option A – Retain the Green Belt. I urge the Council to respect the clear purpose of Green Belt designation, to prioritise brownfield and sustainable development opportunities, and to ensure compliance with both local policy and the NPPF. Protecting the Green Belt is not only a matter of policy compliance but also one of safeguarding community wellbeing and environmental sustainability for future generations.

OPTION A IS THE NECESSARY OPTION FOR THE FOLLOWING REASONS: SUMMARY All your documents and the comments below, only go to make me even more sure that adding any housing is completely wrong for Neston and Parkgate. Much of this document below is copied and pasted from your own documentation, and further shows (especially in certain areas, including wildlife protection), that any reduction in our Greenbelt goes completely against your own aims. Our green space and facilities are hugely limited. Our poorest in need of the help you are committed to.  Plant some trees instead.  Keep your promises to our community as it stands. We have enough poverty in some areas of the town, and this needs addressing first before any thought of new building. We have hardly any greenspaces within the town, so building on our greenbelt would be a disaster, environmentally and socially. Our local health facilities are already at breaking point. Our sewage is already overflowing (figures below) We must protect the Dee Estuary, all the birds, other wildlife, plants, animals and insects that live there, and our local Greenbelt is extremely important in achieving this. Nature is all we have got to protect us and nature for the future.  Already, there are many local changes (below), and this will increase rapidly.  The number of higher tides we have had locally has increased. We have had hotter summers and wetter winters, and we need all the small quantity of green space around us to protect us locally, and reduce our exposure to traffic pollution (A540), which is constantly busy. We have Ness Gardens and RSPB Burtonmere locally – and they are also important to our wildlife. Building nearby would be disastrous for them. Our schools are all at capacity with no area for them to expand, as they are already restricted on size and outside space. You have many other options through the county. And I even wonder if we need so much housing – but this is something for you to take up with the national government, our local MPs etc. Climate figures are below, as well as questions on the general environmental levels you are going to expect on the actual builds. Questions on the amount of green energy, the water and sewage, waste removal etc.  Your plans are generally very good and well thought out, but I am not sure how much it is possible to achieve affordably. Is the government supporting these developments?  Or are the people within West Cheshire responsible for paying?  I query whether building companies will work to the green energy standards we need if we are to even have a chance of not raising the global warming figures, never mind reducing them to your levels of expectation, especially when reading the amount of low carbon reduction you expect (4.2% by 2030) within the borough.  This needs clarifying. From the RSPB Update on the new Planning Laws that are currently being considered by the Government and Parliament (below), the issue on protecting irreplaceable habitats is particularly pertinent to this area due to the Dee Estuary, and should make any plans to build against new government guidelines. I look forward to you detailed responses in the future, especially on the issues around global warming and protecting our precious green environments.
