I would like to propose that option B following current local plan is the option taken. This is the fairest option as housing is shared around the area and is also the plan which was previously proposed. Option A is nearly doubling the size of Winsford and the transport links and community infrastructure is not there to double the population. The towns of Chester and Northwich have benefitted from the most investment over the past few years and have a better set up in terms of infrastructure and transport links to withstand the proposed uplift in those areas. Option A would be treating Winsford as the scapegoat at the benefit to the other areas, which as a town would feel that it can be treated as the make do area of difficult decisions.

In terms of the proposed housing expansion plan in whole Northwich area and question SS11, I strongly prefer option A which is to preserve the existing green belt area. Wildlife is under huge pressure from humans and many birds and small animals rely on them. I also oppose the building on the greenbelt around Barnton and Anderton for another specific reason - the transport infrastructure cannot take any more road traffic across the already overloaded Winnington swing bridge - new estate in last ten years, plus planning permission granted for 1200 new homes at Winnington Tata sight, plus hundreds of new lorries expected from delivering land fill to the new Tata solar panel government approved scheme. Also it is almost impossible to see a doctor or dentist if you live in Barnton or Anderton because of increase in homes in Winnington.

Re: Liverpool Road, Ellesmere Port 1.16 - We consider only a variation of OPTION B will deliver the most meaningful, logical and sustainable growth and delivery strategy for the Borough; the reasons of this will be presented in our answers that follow and we set out our alternative OPTION D below. 1.17 However, there is a recognition that rural communities must also provide an “uptick” and deliver infrastructure. There are over 6,000 on the housing waiting list and an increasing number reliant upon being housed in temporary accommodation. These households cannot wait for a Local Plan to deliver aspirational housing number solutions, they need housing solutions now. There is a need to address this acute and critical housing needs across the open market and affordable housing sectors along with delivery of essential infrastructure and attracting investment to deliver economic growth and jobs. 1.18 The opportunity therefore exists for the Local Plan Review to take a more progressive, balanced and proportionate approach to sustainable growth - one that offers to recalibrate and deliver greater relative sustainability to not just the Major or Key Service Centre settlements but also the Local Service Centres too. 1.19 However, the emerging plan will need to follow the direction set out in NPPF and adhere to the “Duty to Co-operate” and part of this will be the need to recognise that there has effectively been a complete collapse of housing delivery in the adjacent districts of Wrexham, Wirral and Shropshire over the past 20 years. 1.20 This submission urges a need for co-operation and there now being consideration of CWACC taking up the slack in delivering extra growth. It has proven that it is capable of delivery over the past/current 2010 to 2030 plan period and the level of delivery achieved indicates that it has capacity for additional growth. [See attachment para 1.21-1.23 tables and suggestion for Option D on housing growth and spatial distribution.] 1.24 This largely adopts the revised settlement hierarchy that is presented under SS4 but presents them in logical groupings and the only fundamental change is that Christleton moves up a tier – it benefits from a host of support services including Primary and Secondary schools and for this reason alone must be considered much more than just a Local Service Centre. 1.25 We consider that these amendments would allow the emerging plan to be found “sound” and we would welcome the opportunity to discuss these with Officers. I would like to suggest that option b is my preferred option. I feel it is best to share the distribution of housing across a few towns, spreading the need for better infrastructure, transport and job availability, rather that overwhelming one area.

The choice I am making is option A - retain the greenbelt. There is no housing crisis or need for housing in this area. I have lived here for 32 years and know thousands of people who love locally, I have never heard anybody say or suggest that we need more houses or that they have struggled to purchase a house. Almost all of my peers from Tarporley high school and surroundings schools have managed to get on the housing ladder. The building of thousands of new houses disrupts the residents while being built and infrastructure is not there to cope. Adding in extra traffic calming measures, traffic lights and roundabouts causes huge traffic backlogs due to an increasing number of cars on the local roads. Already wealthy landowners and developers are the only people benefiting from these plans. The houses built are often made to very poor standards as are new build sites are done on price work - this leads to corners to be cut and endless snags lists. These houses will sell but not to local people - wealthy people from the cities who can afford to move out to the countryside. Farmland and wildlife habitats are decreasing at an alarming rate soon we won't be able to sustain the population on our land and imports of everything will be the norm.

I have reviewed the consultation materials and found that much of the information is presented in complex council language rather than plain English, which makes it less user-friendly for the public. Looking at the map [Chester Growth Area], it is clear that the current plans do not fully take into account the existing environmental and community issues, such as traffic, utilities, and pressure on schools. Based on this, my preference and view is in support of Option A .
