Thank you for consulting Dwr Cymru Welsh Water on the Blacon Neighbourhood Development Plan and Neighbourhood Development Order. We are the statutory undertaker for foul drainage & sewerage in Blacon, however we are not responsible for drinking water supply in the area.
We note that the consultation includes detail of a proposed Neighbourhood Development Order (NDO) to grant outline planning permission for a scheme to deliver a Sports & Community Hub. The consultation document states that the making of the NDO will be subject to planning conditions covering the matters which are set out on page 5 of the NDO. We welcome that the requirement for drainage details to be approved by condition is included in point 5 of the list of matters - “Details of a scheme of drainage prior to commencement, including a surface water flood risk mitigation scheme and a scheme for the drainage of the playing field to be specified by a qualified sports turf consultant.”
Whilst we have no objection to the proposed development, we can only consider the impact of foul flows from the development on the sewerage network once we receive details of the foul flows generated and the drainage requirements. Please note it is not permissible to connect surface water flows to foul only sewers whereas discharge to a combined sewer should only be considered as a last resort, in accordance with Part H of Building Regulations 2000 and the National Planning Policy Framework highlights the need to help improve local environmental conditions, including water quality. Therefore, the drainage layout and strategy submitted as part of the proposal needs to take this into account. We may need to control the point of communication to the sewerage network and would welcome early engagement with the drainage consultants in due course. We will also need to be consulted by the Local Planning Authority on the proposed drainage scheme prior to the discharging of the relevant drainage conditions.
In accordance with Circular 11/95 model conditions for drainage would require the building to not be occupied until works for the disposal of sewage have been provided on the site to serve the development hereby permitted, in accordance with details to be submitted to and approved in writing by the local planning authority.
