We agree with the policy approach for Winsford, as set out in proposed approach WI 1 ‘Winsford’, specifically that new housing development should be accommodated on existing allocated sites as well as previously developed sites, where this is possible. We understand that it may be necessary to allocate further land to deliver strategic development needs for new housing and employment development, and we expect this to be subject to rigorous scrutiny so that unallocated greenfield sites are only put forward where strategic development needs cannot be met by existing allocations. The Station Quarter site will be able to provide a higher density of housing that originally envisaged by the Winsford Neighbourhood Plan and Winsford Station Quarter Development Brief and this should be acknowledged in the new Local Plan.

We support the retention of the existing Station Quarter allocation and have demonstrated through the request for pre-application advice for the site which demonstrates that the site can accommodate up to 1,150 new homes – greater than previously envisaged which will make a significant contribution to the Council’s future housing land supply.

The Winsford Development Framework provides useful supplementary guidance to how development should be brought forward, however this document is now somewhat historic and should be updated to reflect the current aspirations for Winsford. Once updated, it can continue to supplement the Local Plan. We suggest that the Winsford Station Quarter Development Brief is also updated and that this is also referenced in the Local Plan to enable it to provide further supporting information to assist in the delivery of the Local Plan policies within this part of Winsford.

Whilst Option B (i.e. using the Sustainability Appraisal’s objectives) offers benefits we do not consider that this will provide sufficient land to meet the identified housing need within Cheshire West and Cheshire.

In terms of Policy Approach SS5 ‘Spatial Strategy options’ we consider Option A ‘Retain the Greenbelt’ is the best approach to accommodating new development whereby new development is located in line with the settlement hierarchy set out under policy approach SS4, in close proximity to existing services and facilities, and follows a plan-led approach which delivers the objectives set out in the Local Plan, and is not brought forward on a piecemeal approach which will not achieve sustainable development.
