No, I've not read it but sounds like nanny statism. People are responsible for what they eat noone else.

Drive through outlets should not be permitted as they generate rubbish along the road sides and idling engines generate harmful emissions, also the queueing can cause traffic congestion

Yes – the 2023 guidance elements worth including are: Exclusion zones (800–1000m) around schools, playgrounds, and leisure centres. Caps on clustering of takeaways within local centres. Requirement for active frontages and mixed use in commercial areas to avoid “dead zones.” Embedding these in policy would give them more weight than a standalone SPD.

21 | HW5   Should Hot Food Takeaways guidance (2023) be added?   🐝 Frodsham Neighbourhood Plan Evidence Base   FNHP seeks to support independent retail and healthy food choices, limiting unhealthy clustering.   🌳 Ancient Woodland Hob Hey Wood   Access to nature is linked to mental and physical health; woodland and corridors should be factored into policy as part of green amenity provision.   🌹 Labour Perspective   Labour nationally backs action on childhood obesity and food deserts. Sheffield’s Labour-led council has banned unhealthy food advertising on council property.   🧠 Wider Context   Research (TRUUD 2023, LSHTM 2019) shows fast food near schools drives obesity and worsens inequalities.   📌 Important Considerations Enforce 400m exclusion around schools, except in town centres. Restrict clustering of takeaways to protect retail diversity. Support healthy food outlets and community cafes as alternatives.

Yes - policies should restrict hot food takeaways within 400m of schools, prevent over-concentration in centres, and require consideration of litter, noise, and health impacts. This would help address obesity, anti-social behaviour, and environmental quality concerns.

Yes, we support the inclusion of relevant elements of the Hot Food Takeaways Guidance in the Local Plan. We particularly recommend: Restricting new hot food takeaways within 400m proximity to education settings, to help shape healthier environments for children and young people. Considering the cumulative impact of multiple takeaways on local health outcomes, particularly in areas with higher obesity prevalence and/or deprivation. Broadening the guidance note to include leisure centres, sports facilities, and other community settings where healthier environments can support increased opportunities for activity and wellbeing.
